You will serve as a HUMAN RESOURCES SPECIALIST (LABOR/EMPLOYEE RELATIONS) in the HUMAN RESOURCES OFFICE of COMNAVREGSW SDIEGO.

Duties

You will prepare proposed disciplinary and adverse actions and ensure for compliance with legal, regulatory, and procedural requirements. You will advise on strategies/options available to address misconduct or performance matters. You will advise and brief managers and supervisors on performance management techniques (e.g., evaluation, feedback, recognition). You will partner with junior and management officials to resolve problems on an informal basis. You will respond to employees and managers on various employee relations and labor relations topics.

Requirements

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

For the GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting in using Employee and Labor Relations concepts, principles, laws and regulations to serve as a consultant to management in the areas of Labor and Employee Relations; 2) Assisting in assessing potential impact and precedent-setting implications of pending employee/labor disputes; 3) Assisting in developing new or modified HR work methods, approaches or procedures for delivering effective HR services to client; and 4) Assisting in developing/delivering briefings, status reports, and correspondence to managers for faster understanding and acceptance of findings/recommendations. For the GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying basic principles, concepts, and practices of the occupation sufficient to perform entry-level assignments in Human Resources; 2) Communicating factual and procedural information clearly, orally and in writing; 3) Analyzing problems to identify significant factors, gather pertinent data, and recognize solutions; and 4) Planning and organizing work, and consulting effectively with co-workers. Education

For the GS-09:
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successfully completed a master's or equivalent graduate degree
OR
Successful completion of two full years of progressively higher level graduate education leading to a master's degree
OR
Have obtained an LL.B. or J.D. that is related to the position being filled
OR
A combination of experience and graduate education as described above that equates to one year of experience

For the GS-07:
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of one full year of graduate level education
OR
Successful completion of a bachelor's degree with superior academic achievement
OR
A combination of experience and education as described above that equates to one year of experience
