As Chief of the Technical Services Branch, you will be responsible for all hands-on technical work done in the Center's Fabrication Division. You will lead a team of highly skilled technicians who are responsible for the production of hardware for aerospace flight and ground test facilities. You will assign work, development labor estimates and production schedules, resolve resource conflicts, and ensure compliance with established Division and Center policies and processes
Duties
Perform administrative and human resources management functions for staff, including coordination and monitoring of work assignments, time keeping, monitoring of performance and task progress, and completion of required training and certifications.
Provide task direction for the contract technician staff through the Maximo system and through direct interaction with contractor supervisors and leads.
Collaborate with division supervisors, technical leads, manufacturing engineers, and the work-intake and procurement teams, to plan and execute manufacturing tasks.
Adjust production plans and resolve labor, material, and equipment issues in response to changing or unexpected situations.
Interact with customers, civil service, and contractor technicians, engineers, and manufacturing operations staff to ensure the smooth flow of work through the fabrication shop.
Serve as the Functional Performance Monitor for the contract technician and machine repair staffs.
Represent Glenn Research Center on the NASA Fabrication Alliance for telecons and face-to-face meetings.
Support the Division?s compliance with ISO9001 and AS9100 specifications, ensuring that Division processes executed by the technician workforce generate the artifacts necessary for successful audit compliance.
Requirements
- Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
GS-14: To qualify at the GS-14 level, you must have one year of directly related specialized experience equivalent to the GS-13 level:
Providing oversight and technical leadership of aerospace flight and ground test hardware fabrication tasks within one or more technical disciplines, such as machining, metal fabrication, instrumentation;
Managing schedules and resources for hardware fabrication tasks supporting aerospace flight and ground test projects by using manufacturing methods, materials, and processes;
Applying quality management standards (ISO 9000 / AS9100) and processes as they relate to hardware manufacturing for aerospace flight and ground projects.
