About the Position: The person in this position will be required to provide technical work in support of the receipt, disbursement, examination, deposit, and custody of cash items which includes handling cash items or use of cash accountability control methods.
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
Duties
Determine pay, payroll records maintenance and completion of reports pertaining to civilian employees of the Federal Government.
Work requires substantial knowledge of civilian pay and leave rules, regulations procedures, programs and systems, and civilian personnel rules and regulations that affect pay.
Work may include making collections not related to pay and leave, maintaining retirement records, or processing health benefit forms. Employee may post, examine, balance, computer, and extract data from records to prepare reports.
Answer requests and provide advice to employees, supervisors, staff in other financial management series and personnel specialists on pay related rules, regulations, and procedures.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is a DOD Financial Management position. The incumbent must complete training and meet position requirements for certification at Level 2 within 2 years of appointment. Failure to obtain and maintain certification may result in adverse action.
- This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position is subject to screening and update of required immunizations unless exempted for medical or administrative reasons.

Specialized Experience: One year of specialized experience which includes performing financial administration duties such validating funding documents; answering accounting and financial requests in accordance with policies and procedures; resolving debt management issues pertaining to collection and questions on eligibility and applicable charges; and utilizing administrative and financial management systems.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).
