This position is located in the department of Occupational Medicine, Branch Medical Clinic (BMC),Naval Station (NAVSTA) Norfolk, Virginia. The purpose is to provide medical support and health care as appropriate via directives to over 90 shore commands, and over 25,000 civil service employees. Active duty personnel are supported thru nine medical surveillance programs and qualification programs. This is a Direct Hire Solicitation

Duties

Perform screening examinations for pre-employment, certifications, qualification, and medical surveillance/ conservation physicals. Educate/discuss with employees, management, safety and/or other occupational medicine personnel on occupational health matters. Schedule and reschedule patients/employees for occupationally related health care and follow-up or repeat testing. Record in patients' medical record the reason for the visit, coordinating medical surveillance programs with hazard based industrial hygiene data. Obtain and record a brief medical (interim) history and note current medications. Ensure appropriate forms are completed and filed for laboratory work, medial history, and information needed to contact patient if necessary. Assure all forms are ready for each and every procedures to be as part of the examination. Triage patients arriving with occupational or non-occupational illnesses and injuries. Assure that positive laboratory screening findings are noted by a provider. Initiate procedures to include, by may not be limited to visual acuity testing, audiometry, spirometry, electrocardiography, urinalysis and skin testing.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Tier 3 Position (Secret): Position requires the incumbent to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • In accordance with Navy and Marine Corps Public Health Center TM-OEM 6260. 96-2, incumbent must complete a National Institute for Occupational Safety and Health (NIOSH) approved course in Spirometry within 6 months of hire.
  • One-year supervisory probationary period required.
  • Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
  • This position is a Testing Designated Position subject to pre-employment screening and random drug testing. Selectees will be required to consent to participation in random drug urinalysis testing.
  • A pre-placement medical examination is required.
  • Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
  • In accordance with BUMEDINST 1500.15(, employees assigned to or subject to being assigned to duties providing direct patient care, either diagnostic or therapeutic must possess and maintain: Basic Life Support (BLS) certification
  • Moderate to heavy lifting up to 25 pounds is required.

Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience equivalent to at least the GS-06 grade level in the Federal service which includes assessing medical data, providing patients medical instruction, performing a variety of occupational health tests, taking vital signs, and managing administrative tasks using an automated record-keeping system. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
