The primary purpose of this position is to serve as a Human Resources Specialist to provide advisory services to headquarters staff and wing management officials on federal, Air Force civilian personnel programs to ensure successful operation of civilian HR programs.

Duties
- Plans and carries out duties related to Recruitment and Staffing, career development, position management, employee management relations, resource management, and/or education and training for HQ ACC/A1 Operating Location and serviced organizations worldwide.
- Provides HR advice to management and employees on legal, regulatory, and/or procedural requirements for issues such as, but not limited to: application of merit systems principles to attract, develop, manage, and retain a high quality and diverse workforce.
- Administers the Command's DCIPS overseas entitlements, Deployment and Foreign Language Proficiency Pay programs.
- May participate in special projects and studies. Participates in briefings, provides written correspondence, and verbal communications to deliver accurate guidance and recommendations to management.

- All new DCIPS employees are required to complete a two-year DCIPS trial period.

Qualifications
This is a GG-11 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-11 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-11 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge and understanding of federal personnel management functions, theories and techniques of the various personnel disciplines. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
OR
EDUCATION: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Business Administration (Human Resources). NOTE: You must submit a copy of your transcripts.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge and understanding of federal personnel management functions, theories and techniques of the various personnel disciplines.
2. Knowledge of and the ability to apply laws, executive orders, regulations, policies and concepts pertaining to federal personnel programs.
3. Knowledge of the methods and techniques of fact-finding, analysis and resolutions of problems and the development of concrete action plans to solve problems and provide recommendations.
4. Ability to communicate effectively with others, both orally and in writing, in working out solutions to problems or questions.
5. Ability to make independent judgments; and prepare effective analysis, briefings, and reports.
6. Knowledge of security practices and procedures for the protection of classified material.
CONDITIONS OF EMPLOYMENT CONTINUED:
Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
