The primary purpose of this position is to serve as Chief, Workforce Effectiveness Branch and to manage the ACC/A1KC-OL employee relations program. To provide effective guidance, consultation, and assistance to management and employees on employee relations matters; and advise on grievances and appeals, adverse actions, employee discipline, and related matters for assigned organizations.
Duties
Serves as Chief, Workforce Effectiveness Branch.
Performs and/or directs special assignments and projects.
Manages the resolution of and resolves very difficult personnel problems related to employee relations.
Provides full management advisory services to managers and employees on all phases of the Employee Relations Program.
Prepares required correspondence and documentation.Protects classified information.

- All new DCIPS employees are required to complete a two-year DCIPS trial period.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Supervision/Management" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include:Mastery knowledge of laws, executive orders, regulations, policies, and concepts pertaining to employee relations programs. Knowledge of the methods and techniques of fact finding, analysis, and resolution of complex problems and the development of concrete action plans to solve problems and make sound decisions. Knowledge of Federal personnel management function, theories, and techniques and of basic relationships of the various personnel disciplines. Knowledge of ACC/A1KC-OL's missions and objectives and their implications on assigned personnel programs at headquarters and subordinate units with diverse and complex organizations. NOTE: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Mastery knowledge of laws, executive orders, regulations, policies, and concepts pertaining to employee relations programs.
Ability to communicate effectively with others, both orally and in writing, working out solutions to problems or questions relating to work using tact and diplomacy.
Knowledge of the methods and techniques of fact finding, analysis, and resolution of complex problems and the development of concrete action plans to solve problems and make sound decisions.
Theoretical knowledge of Federal personnel management function, theories, and techniques and of basic relationships of the various personnel disciplines.
Comprehensive knowledge of ACC/A1KC-OL's missions and objectives and their implications on assigned personnel programs at headquarters and subordinate units with diverse and complex organizations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
