This position is located in the Office of Homeland Security (OHS), Personnel and Document Security Division (PDSD), Personnel and Security Branch (PSB). OHS provides Departmental executive leadership, policy guidance, and services in government- wide initiatives pertaining to emergency response, continuity of operations planning, personnel and document security, radiation safety, and homeland security.
Duties
Maintains and ensures agency-wide personnel security accuracy and consistency in interpreting and applying personnel security standards.
Reviews investigative records and any other available/applicable records to determine if persons employed, or to be employed meet security and suitability standards.
Arranges for and reviews results of security and suitability investigations of applicants and personnel in connection with employment or continued employment.
Provides technical advice and oversight in the review of difficult and complex personnel security practices and procedures.
Determines the eligibility of persons to occupy a sensitive position based on current security concerns related to suitability for employment.
Reviews and evaluates background investigation reports to determine security eligibility of individuals for access to sensitive information, material, resources, or work areas.
Provides authoritative interpretation and guidance on laws, regulations, policies, and procedures concerning all phases of personnel security.
Identifies key policy issues and priorities, designs analyses, evaluates alternative Department strategies and makes recommendations to senior Agency management officials.
Represents Personnel Security Branch on various ad hoc teams or committees who have responsibility for revising or developing procedures.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions and specialized experience, as defined below.
Time in grade:
Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
Minimum Qualification Requirements: Applicants must meet the specialized experience requirements shown below. If qualifying based on experience, your application or resume must clearly show that you possess the specialized experience requirements. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
For the GS-13 level
Specialized Experience: Applicants must have one year of specialized experience (equivalent to the GS-12 level) which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience adjudicating complex and sensitive public trust and national security background investigation reports; and, participating in the development and implementation of adjudicative policies, procedures, programs, and standards.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
There is no education requirement at the GS-13 level.
