About the Position: Serves as an Interactive Multi-media Instructional Systems Specialist responsible for analyzing, designing, and developing multimedia instruction to support the distributed learning (DL) requirements, located at Fort Sam Houston, Texas.

Duties

Independently and as a team member, analyzes, designs, and develops multimedia instructional and testing strategies based on terminal learning objectives and enabling learning objectives. Maintains milestone schedules and suspense logs for on-going multimedia projects. Serves as distance learning (dL) consultant and adviser to the organization's teaching departments on interactive multimedia instruction development capabilities and roles and responsibilities in the multimedia development process. Provides training on the use of instructional design software tools to other Instructional Systems Specialists as required.

Basic Requirement for Instructional Systems Specialist (Interactive Multimedia Instruction): Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: (1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. (2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. (3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. (4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. OR (5)Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: In addition to meeting the basic requirement above, to qualify for this position you MUST also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes utilizing Interactive Multimedia Instruction training application forms to develop various designs and approaches for training courses; designing and revising training courses using the distributed learning methods to meet learning objectives; producing complete, self-contained, training products such as courses, aids, methods, training plans, etc. along subject matter or functional specialty areas; conducting research to analyze and interpret accumulated data and information for program effectiveness; planning, coordinating, and developing components of instructional design based on the findings of occupational analysis; updating changes to the program of instruction as required to keep the organization up to date with current medical trends; developing and presenting formal briefings to internal and external customers. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Instructional Design, Instructional Program Management, or Education. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Instructional Materials & Curriculum DevelopmentInstructional Program AdministrationInstructional Program EvaluationStaff and Faculty Development Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
