Position is located in the Office of Chief Information Officer (OCIO), Governance & Enterprise Mgmt Services Division (GEMS), Cybersecurity Branch, Cyber Oversight Team. The supervisor is Kathyrn Harris. This position is Non-Bargaining Unit. This position IS subject to Confidential Financial Disclosure reporting requirements. This position IS NOT subject to security ownership restriction reporting requirements.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector. The ideal candidate will be able to demonstrate the following:1. Extensive knowledge and experience related to Information Technology (IT) modernization activities. Demonstrated experience with the management of resources (people and funding) and IT infrastructure technology and tools, such as networks, operating systems, databases and applications. A clear understanding of IT security architecture and compliance throughout the system lifecycle is required.  2. Extensive project and service management knowledge and practical experience in the development, integration and operation of major enterprise-wide IT systems using Federal IT security requirements, guidelines, standards and cyber-security methods. Demonstrated experience with providing support and oversight for the development and maintenance of documentation necessary to certify systems for security accreditation. Experience with the NIST Special Publications, FISMA, and other government and industry standards related to network and systems security to promote the protection of IT assets against potential cyber threats and vulnerabilities. Experience providing project management and service support for system assessment and authorization. 3. Demonstrated knowledge and experience applying Federal Information Technology (IT) laws, regulations, policies, standards, security requirements, guidelines, and cyber-security methods for an enterprise-wide infrastructure system supporting a variety of IT programs and systems.  4. Demonstrated ability or potential to provide supervision and leadership to a team. In addition, demonstrate how to effectively utilize human resources.  5. Demonstrated advanced oral and written communication skills and experience effectively conveying and presenting detailed information of a technical or policy nature to colleagues, peers, and senior management officials including C-level executives (i.e., CEO, CFO, CIO, CSO, etc.).  SPECIALIZED EXPERIENCE is demonstrated by extensive knowledge and experience with a wide variety of complex policy issues related to the oversight function of an enterprise cybersecurity program and applied to large-scale IT’s projects.   

Education

Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

 Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate

GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
