This position bears responsibility for non-clinical administrative activities; supervises administrative support staff and provides guidance to those employees.

Duties

Major Duties: Act as the liaison with the human resources office concerning personnel related matters. Provide orientation for new VA staff, on-stations fee basis staff, and fellowship physicians. Provide direction by assigning work, providing guidance, training and direction, and evaluating performance. Participate with staff in reviewing office needs, plans, and goals to develop budget data and justification for review and approval. Prepare budget package for submission to the budget office and responds to all questions from that office. Ensure effective use of office staff and recommends needed changes to enhance central support services. Conduct or ensure required market research to initiate procurement action for service equipment requests (such as, wheelchair scales, pulse oximeter, etc.) needed for the clinical staff to function and treat the Veterans. Other duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Mon-Fri, 07:30-16:00 Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/04/2023 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: For GS-11 Specialized Experience: Must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of policies, precedents, goals, objective, regulations and guidelines. Analyze financial and budgetary relationships. Knowledge of management theories, principles, and techniques relating to human resources, financial management, and interpersonal communications. Ability to research and assemble data. Experience with conducting projects and studies to evaluate process improvement. Knowledge of COR negotiation techniques. Knowledge of supervisory concepts and techniques. [Experience must be demonstrated in the resume to be creditable]). OR Education: Have successfully completed Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. NOTE: If using education combined with specialized experience to qualify, a copy of your transcripts is required. OR Combination: Possess equivalent combination of successfully completed doctoral degree and specialized experience to meet total experience requirements. NOTE: If using education combined with specialized experience to qualify, a copy of your transcripts is required. For GS-12 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of financial management, budget administration, and accounts management to analyze and evaluate program plans. Develop recommendations for financial and/or budget actions. Knowledge of organizational structure, human resources staffing and utilization, position management, and work methods. Analyzed and advise on managerial approaches and problems. Evaluate the utilization and management of financial, material and human resources. Define and provide substantiating and convincing advice and assistance on management and fiscal problems. Analyze financial needs, human resources mix and staffing patterns, organizational structure, conflicts between technical requirements and administrative limitation, and related logistical requirements. Conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations in a program or support setting. Knowledge of COR and market research defining Government requirements in commercial and non-commercial terms. Knowledge of business methods to support decision making, planning and evaluating service strategic vision. Experience with supervisory concepts and techniques. Physical Requirements: Work involves bending, stooping, standing, walking, carrying less than 15 pounds and using a computer terminal.
