Duties

Staff advisor to the State Director for state-wide program policy and operational functions for all administrative and operational support services Responsible for the following support functions: cadastral survey; records administration; Public Room; financial services including budget and contracting/procurement; human capital; engineering; space; physical security; and safety. Provide national policy interpretation, develops state-wide policy, and makes recommendations on short and long- range Support Services initiatives. Plan work to be accomplished by subordinates; makes assignments based on capability and expertise; makes decisions on training needs for the Division Evaluate the subordinate supervisor’s performance and the performance of those employees reporting directly to him/her, gives advice or instruction to subordinates on work and administrative matters Review submissions for all budget, program development, and policy analysis activities for the BLM Nevada Responsible for the short term and long-term planning, organizing, implementation and evaluation of a broad array of programs Liaison for the State Director and Associate State Director, other agencies, industry and special emphasis organizations and the public on all matters within the program’s responsibility and delegation of authority.

  • May require a one-year probationary period.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. For the GS-14: One (1) year of specialized experience equivalent to at least the GS-13 level in the federal service. Specialized experience is further defined as experience in analyzing and interpreting administrative policies; issuing new guidelines; preparing/submitting accurate, timely reports on budget, Human Resource Management, space and facilities management, or information technology security. Assignments are made in terms of broadly defined missions or functions, with work being reviewed for consistency with policy. There is no substitution of education for experience at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. There are no qualification requirements for a detail assignment. However, employees must meet any positive education/licensure requirements in order to be detailed to positions with these requirements. Detail assignments do not include additional compensation, and the selectee will not earn time-in-grade at the higher grade level. Physical Demands: This position does not require any unusual demands. Incumbent must be able to operate effectively under stress and in many instances responds to very short deadlines. Work Environment: The work is performed primarily in an office setting, with occasional travel required.

Education

This position falls under the OPM qualification standards for the Administrative Officer Series, 0341 and there are no Individual Occupational Requirements.
