This position is located in the Mental Health Service of the VA Sierra Nevada Health Care System, Ioannis A. Lougaris VA Medical Center, Reno, Nevada. The clinical areas of coverage within the Service include treatment teams for addictions, post-traumatic stress, primary care mental health integration, suicide prevention, general mental health, serious mental illness programs, inpatient psychiatry and consult-liaison, and homeless programs.
Duties
DUTIES OF THE POSITION INCLUDE BUT ARE NOT LIMITED TO:
Provides for the budgeting and financial management of the service
Supervises the administrative support personnel in Mental Health Service.
Functions as the main resource with regard to polices and procedures in all areas of timekeeping and administration.
Prepares procurement requests, evaluating proposals for work, acting as a COR, and maintaining procurement and contracting records.
Provides for the overall administrative management of the Mental Health Service.
Provides orientation for new VA staff. Keeps managers informed of the status of on-going personnel actions.
Responsible for constant surveillance, evaluation and planning to ensure utilization of space bases on changing and ever-increasing program demands.
Assists in implementing actions designed to improved administrative operations or resources.
Work Schedule: MONDAY THROUGH FRIDAY 08:00AM - 04:30PM
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/16/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Knowledge and skill in applying analytical and evaluative methods and techniques to analyze data concerning the efficiency and effectiveness of program operations.
Knowledge of pertinent laws, regulations, policies, and precedents to determine their affects on the use of program and related support resources.
Knowledge of major issues, program goals and objectives, work processes and administrative operations of the Service to ensure the efficiency and productivity of the Service.
Knowledge and skill in adapting analytical techniques and evaluation criteria to measure improvements in program effectiveness and/or organizational productivity.
Extensive knowledge of computers and software programs to facilitate education about and implementation of Service-wide computerized programs and enhance troubleshooting capabilities.
Knowledge of personnel and management regulations, policies, and procedures to guide and counsel employees, prepare job descriptions and performance evaluations and prepare correspondence for awards and disciplinary actions.
Verbal skills sufficient to communicate abstract concepts and participate in complex communications with professionals.
Knowledge and basic understanding of the mission of all health care system services in order to accomplish interservice communications and projects.

Physical Requirements: Work involves bending, stooping, standing, walking, carrying less than 15 pounds and using a computer terminal. Work is performed primarily in a climate-controlled office setting.
