This position is located in the Pension Management Center (PMC) of the Philadelphia Regional Office (VARO). The primary purpose of the position is to provide PMC management with objectively based information for making decisions on the administrative and programmatic aspects of PMC operations and management, by accomplishing a wide variety of assignments concerned with effectiveness and efficiency of programs and operations.
Duties
Conducts continuing and periodic studies involving compilation and analysis of data for purpose of evaluating the effectiveness of the Pension Management Center's operations, identifying areas requiring improvement, and recommending procedures of methods for more efficient operations and production. This includes studies involving a wide variety of management and operational reviews covering workload analysis, utilization of resources, productivity, workflow processes and improvements, and changes in organizational structure and methods of operations to promote efficiency of operations.
Conducts management audits, surveys and systematic reviews of operations in order to ensure that the established policies, practices and procedures are effectively implemented.
Develops methodologies and management strategies for non-routine improvement projects involving several interrelated administrative and operational functions
Provides staff assistance in order to develop and implement changes in staff organization.
Develops computer-based applications for use by the Division for automatic data storage and other functions that are not able to be controlled by the regular workflow system such as performance review, anomalous workload fluctuations.
Uses working knowledge of Veterans Services/benefits programs to monitor work trends and work processes.
Performs tasks involving budget execution by compiling data from financial management reports, ensures budget transactions are in compliance and compares current estimates with expenditures.
Prepares graphs, charts and other audio-visual displays depicting the Pension Management Center program information and statistics for use in training, management briefings and information dissemination activities both within and outside of the Center

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
Time-in-grade: Applicants who are/were federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-11 position you must have served 52 weeks at the GS-9 level. To support your claim of time in grade, you must submit your most recent appointment, promotion, or within grade increase SF-50 (not an award or general adjustment SF-50). Specialized Experience:
Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Specialized experience such as: responsibility for database management software for analysis, reports and managing activities; demonstrating work experience using techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs; tracking and analysis of assigned program areas; analyzing and preparing program status reports for internal and external use at all levels; planning, scheduling, and conducting studies/surveys; utilizing computer techniques for statistical purposes; and managing information systems.

Education:
Applicants may substitute education for the experience required for the GS-11 level. To qualify at the GS-11 level applicants must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related from an accredited institution.
OR
Combination:
Applicants may also combine education and experience to qualify at the GS-11 level. To calculate, first identify the percentage of required education you have earned. When substituting, you can use graduate level education you have earned beyond a Bachelor's Degree. Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11. (1) For example, an applicant who has 75 semester hours of education (i.e. 15 semester hours beyond the second year, which is the equivalent of 25% of the required education) and has 9 months of specialized experience, would have the 1 year combination required for the position. OR (2) For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.
