This position is located in the Office of the Chief Financial Officer (OCFO), Finance Branch. The OCFO provides agency wide accounting and financial management services to the agency. The primary purpose of this position is to provide technical and administrative supervision and perform a variety of accounting duties, utilizing a professional knowledge of accounting principles and procedures to provide accurate and timely financial reporting, and produce financial statements.
Duties
As a Supervisory Reporting Accountant GS-0510-14, your typical work assignments may include:
Developing fiscal and accounting policy related to all aspects of the accounts payable and fund management;
Conducting independent research in advanced accounting and financial reporting concepts, techniques, and process methods;
Analyzing and interpreting laws, and regulations, decisions and directives of other governmental bodies which have a bearing on the Department's accounting and financial reporting policy and procedure activities;
Providing training and guidance on complex and unusual issues and problems related to financial system; and
Establishing and monitoring metrics to ensure fiscal compliance and optimizing business practices.

IDEAL CANDIDATE STATEMENT
The Ideal Candidate has extensive experience reading, analyzing, and preparing financial statements. The Candidate is knowledgeable about and has experience applying and adhering to federal accounting policies and practices, and possesses Certified Public Accountant Certification. The individual has strong leadership skills and works well with others. Knowledge of and experience with federal accounting software programs is desired.
BASIC REQUIREMENTS
In order to qualify for this position; you must meet the basic requirements listed below:
Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
Or
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
a) Twenty-four semester hours in accounting or auditing courses of appropriate type and
quality. This can include up to 6 hours of business law;
b) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through
written examination; or
c) Completion of the requirements for a degree that included substantial course work in
accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the
24 semester-hour requirement of paragraph A, provided that (a) the applicant has
successfully worked at the full-performance level in accounting, auditing, or a related field,
e.g., valuation engineering or financial institution examining; (b) a panel of at least two
higher level professional accountants or auditors has determined that the applicant has
demonstrated a good knowledge of accounting and of related and underlying fields that
equals in breadth, depth, currency, and level of advancement that which is
normally associated with successful completion of the 4-year course of study described in
paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester
hours in accounting, the applicant's education, training, and experience fully meet the
specified requirements.
MINIMUM QUALIFICATIONS
Applicant must have one year of specialized experience equivalent to the GS-13 grade level that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the GS-14, Supervisory Reporting Accountant, and that is typically related to the work of the position to be filled.
Specialized experience includes:
Expert knowledge of the accounting concepts, theories, principles, and practices of government accounting, and the preparation and analysis of financial statements and reports; and
Experience maintaining and analyzing an accounting system through the examination of documents, records, and accounting reports; and
Serving as a technical accounting advisor; and
Experience providing supervision or leading a team.

TIME-IN-GRADE REQUIREMENTS
All current and former Federal employees must meet time-in-grade requirements to be considered eligible. One year of experience at the GS-13 for the GS-14 is required to qualify for this position. (NOTE: All current or former Federal employees must provide a copy of their SF-50 "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure code (1 or 2), and type of service (Competitive).
