The primary purpose of this position is to TECHNICAL DATA SPECIALIST GS-0301-12, is to serve as a Technical Order Manager, performing a wide variety of technical functions in the support of technical documentation requirements including, but not limited to identifying and scoping TO impact by programs/modifications/replacement actions.

Duties

Guide multiple MMIII Integration Product Teams (IPTs) in the establishment of requirements for technical data, the development of clear, concise, and technically accurate data, and the deployment of the technical data to the warfighter. Guide multiple TO Re-write teams in the development of up-to-date technical data which reflects the needs of the warfighter. Ensure that AF TO Change Requests (AFTO 252s) are processed on time and of high quality and that the updated/modified TOs are delivered on time to the warfighter. Work with equipment specialists, engineers, text/graphic operators, distribution function, and end users to ensure problems are addressed. Analyze causes for delays and takes corrective action, reassigns work, and/or makes necessary adjustments to meet production schedules.

  • PHYSICAL DEMANDS: Work is primarily sedentary, although there may be some carrying of computers, books, printouts, manuals, files and various equipment.
  • WORK ENVIRONMENT: Work is performed in typical office setting with adequate lighting, heating, and ventilation. The work environment involves everyday risks or discomforts that require normal safety precautions.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Employee may be required to travel TDY to attend meetings, receive training, etc.
  • Employee may be required to work other than normal duty hours.
  • Relocation costs or other incentives may be available and considered by the organization.
  • This position may require drug testing and the candidate may be subject to passing a drug test upon selection.
  • Selectee is expected to be granted with and/or maintain the appropriate security clearance required for the position.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes in depth knowledge of Technical Orders (TO) requirements as specified in applicable guidance. Knowledge of programs utilized to create, track and distribute Technical Orders. Knowledge of, and skill in the use of principles of negotiation as required to reconcile diverse opinions that can arise from agency (both internal and external) conflicts in Technical Order change packages, electronic change processes, and acquisition activities. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Enhanced Technical Information Management System (ETIMS) of how to create DRs, PCRs, and request TO numbers, TCTO numbers, and data codes. 2. Skill to address complex issues and maintain good working relationships utilizing the resources available. 3. Knowledge of the MMIII weapon system including ground systems, guidance systems, propulsion, batteries, support equipment, and test equipment. 4. Ability to maintain professional and healthy working relationships within the organization and outside agencies. 5. Skill to develop and maintain an up-to-date schedule concerning the development of the new/modified TOs PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
