The primary purpose of this position is to serve as an IT Specialist, a defensive cyberspace support technician and Air Force defensive crew member conducting cyber support operations knowledge in the planning, research, design, development, and evaluation of maintenance activities for the operational Defensive Cyberspace Operations (DCO) weapon system platforms.

Duties

Provides on going customer technical assistance and support to ensure proper functional use of equipment and programs and to preclude undue interruptions to IT services. Serves as Information Technology (IT) Specialist performing work, independently or as a member of a team, in the administration, delivery, and support of IT systems and services. Applies knowledge of IT systems and services used in the automated acquisition, storage, retrieval, manipulation, or reception of customer information. Facilitates administration of the local area network (LAN) and wide area network (WAN) on behalf of the 33 COS. Conducts feasibility studies to identify and analyze network failures.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Positions. This is a GG-11 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-11 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-11 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. Basic Requirements: EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree. Note: All academic degrees and coursework must be from accredited or pre-accredited institutions OR EXPERIENCE: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. AND SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of customer support principles sufficient to receive, respond to, and ensure complete resolution of problems. Knowledge of network customer use and systems maintenance sufficient to give needed guidance or training to customers and client support administrators to prevent problem recurrences. Knowledge of system administration to create and enable user account permissions, apply STIGs and security policies to computers, configure and monitor virtual machines for the Weapon System, and ensure proper Weapon System log collection. Knowledge of enterprise services; computer systems security, configuration, and analysis; network infrastructure operations and security, networking protocols, network packets; computer programming and scripting; and/or IS hardware and software troubleshooting. Knowledge of Information Assurance (IA) and Mission Assurance (MA) technologies. Knowledge of network systems (LAN/WAN) design principles, methodologies, and approaches. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of customer support principles sufficient to receive, respond to, and ensure complete resolution of problems; knowledge of network customer use and systems maintenance sufficient to give needed guidance or training to customers and client support administrators to prevent problem recurrences. Knowledge of system administration to create and enable user account permissions, apply STIGs and security policies to computers, configure and monitor virtual machines for the Weapon System, and ensure proper Weapon System log collection. Knowledge of enterprise services; computer systems security, configuration, and analysis; network infrastructure operations and security, networking protocols, network packets; computer programming and scripting; and/or IS hardware and software troubleshooting. Knowledge of Information Assurance (IA) and Mission Assurance (MA) technologies such as COMSEC, COMPUSEC, EMSEC, and OPSEC, CLOUD security technologies and skill in application of the concepts of analysis of computer operating systems, cloud, digital communications systems, network communication protocols, virtual communications, sensors, and computer and network architectures. Knowledge of network systems (LAN/WAN) design principles, methodologies, and approaches used in developing, testing, installing, operating, managing, configurating and maintaining network services that support functional requirements. Ability to communicate effectively both orally and in writing with management and professional personnel at all levels within DoD and other government agencies. This will also include effective interpersonal skills, as well as the ability to plan, organize work, and consult effectively with coworkers. Skill in applying safety and security regulations, practices, and procedures for ensuring the safeguarding of classified information. CONDITIONS OF EMPLOYMENT CONTINUED: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. This position may include information assurance (IA) work as an additional duty. Per DoD 8570.01-M, the recipient of this additional duty must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA??certification may result in the reassignment of this additional duty to another employee within the organization. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
