About the Position: This position serves as Executive Assistant, key advisor, and principal staff member to the Chief, Planning, Programs, and Project Delivery Division (P3D2) regarding personnel management, budget, procurement, and other administrative matters.
This position is open to current permanent Army employees. May be filled as a temporary promotion, reassignment, or change to lower grade by a current permanent Army employee, which may be extended up to a maximum of five years.
Duties
Serves as Administrative Officer providing management with objectively based information for making decisions on the management, administrative, and personnel aspects of the organization.
As key advisor and principal staff member, provides accurate interpretation and guidance concerning the latest changes in administrative regulations and procedures.
Maintains internal suspense for the submission of required employee and position actions such as performance appraisals, and follows through with responsible supervisors and individuals to assure that deadlines are met.
Coordinates personnel actions and serves as liaison with CPAC and the Resource Management Office to resolve personnel/payroll related issues and problems.
Advises personnel on a variety of procedural and policy matters pertaining to such personnel functions as recruitment, employee/management relations, employee entitlement, and awards.
Plans and completes special projects and assignments such as fact-finding on unusual proposed personnel actions, developing structural packages, and overseeing Division performance management and awards activities.
Performs, provides, obtains, and/or advises on a variety of management services essential to the direction and efficient operation of the organization.
Evaluates and analyzes procedures and policies to improve the efficiency and effectiveness of the organization through knowledge of the mission, organization, and work processes.
Coordinates and maintain employee training records.

Specialized Experience for GS-09: One Year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes: responsibility for the execution of Administrative Programs to include: personnel management, procurement, property accountability, and budget. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Business Management, or other related field of study.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Specialized Experience for GS-11: One Year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes: responsibility for the execution of Administrative Programs to include: personnel management, procurement, property accountability, and budget. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business or Business Management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.

For GS-11: 52 weeks of federal service at the next lower grade or equivalent ( GS-09)
Education
