This position serves as the Senior Portfolio Manager in the Office of Strategic Initiatives. This position collaborates across program and operational areas within the Food and Nutrition Service to align and report on Agency priorities and to define key performance indicators to measure important outcomes. The Senior Portfolio manager serves as a subject matter expert in the areas of project management and business process improvements for special initiatives and key projects.
Duties
Works with Agency programs and operational areas to align goals, objectives, and action plans under Agency priorities.
Communicates progress and achievements for special initiatives and priorities to Agency executives and stakeholders.
Analyzes data to ensure quality and completeness and to generate action-oriented portfolio scorecards, metrics, governance, and reports for senior executives.
Coordinates agency-wide efforts to ensure that data-driven key performance indicators are developed for initiatives and projects and show alignment with strategic imperatives.
Serves as the project manager on special initiatives and projects.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-13 grade level for consideration for the GS-14 grade level.).
Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
To qualify for the GS-14: Applicants must possess one year of specialized experience equivalent to the GS-13 in the Federal and or Public Service. Specialized experience is defined as:
Consulting on the alignment of project outcomes to management strategic priorities, goals, and objectives;
Serving as a project manager on complex projects/programs involving multiple internal and external stakeholders;
Communicating the outcomes of agency projects and activities through the use of quality metrics, graphics, and compelling narratives; and
Identification of areas for improvements in business processes or the customer experience in public health or nutrition assistance programs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
