The position is located in the Office of Operations, Office of Industry and Competitiveness Analysis, Front Office. The successful candidate will report to the Associate Director and be responsible for working with a small team of management analysts and program support specialists to perform final production of reports and working papers created in the Office. In addition, this position will assist another management analyst to oversee all administrative processes and procedures for ICA.
Duties
As a Management Analyst, assigned to the Office of Operations, Office of Industries and Competitiveness Analysis, Front Office. Your typical work assignments may include:
Provides direction and assistance to Office's program support specialists on all aspects of administrative support that impact the mission of the agency. Oversees administrative processes, policies and procedures to ensure internal controls are adhered to by the staff and fields requests from internal and external stakeholders. Reviews, analyzes, and updates the Office's administrative databases and procedures to ensure efficient workflow and accurate maintenance.
Maintains a standard of compliance to ensure the accessibility of Office reports, studies, and other Commission work products for the disabled. Works with another management analyst in the office, acts as a point of contact liaison to other Offices in Operations. Works with project coordinators to provide guidance and direction producing and formatting Office documents in the Agency's established style. Also reviews all documents from staff relating to final production standards for Office reports and working papers.
Serves on the Fact Finding Process Manual Group to monitor, update, and ensure statutory procedures are followed by staff throughout the Commission.
Researches, obtains and analyzes data on travel and training; maintains relevant information for budget development, implementation and execution. Provides advice and guidance to Office travelers and administrative staff. Provides training as needed to new staff and stakeholders on best practices and procedures for travel and training.
Serves as a HR liaison and coordinates human resources management issues with other Office personnel and the Office of Human Resources; monitors status of personnel actions, separations, removals and retirements, and training requests; and provides periodic updates to senior-level management.
Utilizes various methods in researching information including, but not limited to databases (e.g., the Agency's internal document system, labor cost codes, and the technical assistance database), and other applicable financial and historical records. Serves as a point of contact overseeing program support specialists in statutory and other project assignments. Monitors and conducts space, furniture, and staff logistics planning.
Requirements

- Must be able to obtain/maintain a SECRET security clearance.
- You may be required to serve a one-year probationary period.
Qualifications

BASIC REQUIREMENT
To qualify at the GS-12 level, you must have one year of specialized experience comparable in scope and responsibility at, or equivalent to, the GS-11 level obtained in the Federal service or in the private or non-profit sector.
Specialized experience would include four or more of the following: (i) experience providing direction and assistance to program support specialists on administrative support issues and processes and procedures that impact the mission of the agency; (ii) knowledge of and experience with making documents compliant under Section 508 of the Rehabilitation Act to ensure the accessibility for the disabled and compliance of reports, studies, and other Commission work products; (iii) knowledge of and experience with analyzing data on travel and training; maintaining relevant information for budget development, implementation and execution; or knowledge of Federal Travel Regulations to provide advice and guidance to Office travelers and administrative staff; (iv) knowledge of and experience with reviewing, analyzing, and updating administrative databases and procedures to ensure efficient work flow and processes; and (v) experience overseeing administrative processes, policies and procedures to ensure internal controls are adhered to by the staff and requests from internal and external stakeholders are addressed.

Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
