The primary purpose of this position is to serve as the Director of Protocol for Headquarters Air University (AU); to serve as the senior protocol expert and program manager to the AU Commander/President, Vice Commander, and to all echelons of AU and tenant organizations at Maxwell AFB, Gunter Annex.
Duties
As the Director of Protocol, plans, organizes, and directs the activities of the Protocol office, ensuring that Protocol activities comply with legal and regulatory requirements and meet customer needs. Serves as the principal advisor on all protocol matters, to the Commander and President, Air University to plan, organize, and direct the full range of protocol activities for Air University.
Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work of subordinate employees. Advises staff regarding policies, procedures, and directives of higher-level management or headquarters. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, and mission requirements.
Develops, directs and executes comprehensive plans and strategies for the internal and external integration of day-to-day and long range projects, actions and activities requiring the periodic direction and involvement of AU and or base installation. Provides expert guidance and advice regarding operational policies, plans, concepts and overall management inherent in the short- and long-range program activities of the AU Protocol Office in support of the AU Commander/President, AU Command Chief Master Sergeant and several general officers.
Resource Advisor. Provides planning, programming, budgeting and financial analysis for AU. Procures, distributes and monitors Air Force segments of appropriated funds for AU, as a personal staff office in direct supporting of the AU/Commander/President. Examines, refines and consolidates funding inputs to help formulate the annual operations budget.
Air University Liaison to the City of Montgomery: Serves as the primary liaison with the City of Montgomery on special events involving the civilian community. Provides the AU Commander with a recommended guest list of civic leaders to invite to specific events, dinners, ceremonies, etc.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- Work schedule disruption may occur with very little notice and involve overtime and/or compensatory time because of change in hours and holiday, weekend and/or evening work.

- This is a Supervisory Position. A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes performing the knowledge of principles and practices of customs and courtesies, etiquette and protocol, communications and interpersonal relationships applicable to researching, planning developing, coordinating, leading, and evaluating broad Protocol programs and requirements, strategies, and assets to perform the mission. Knowledge of the Federal budget process and the DoD planning-programming-budgeting system in order to contribute to the development and execution of short- and long-range (multi-year) programs and resource plans to support projects and initiatives.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of principles and practices of customs and courtesies, etiquette and protocol, communications and interpersonal relationships applicable to researching, planning developing, coordinating, leading, and evaluating broad. Protocol programs and requirements, strategies, and assets to perform the mission.
2. Knowledge of safety and security regulations, practices, and procedures.
3. Knowledge of the organizational structure and functional responsibilities and operations of an organization.
4. Knowledge and proficient in various software programs such as: Command Resource Integration System (CRIS), Automated Business Service System (ABSS), Checkbook, Defense Travel System (DTS), Wide Area Workflow (WAWF) and General Fund Enterprise Business System (GFEBS).
5. Knowledge of the Federal budget process and the DoD planning-programming-budgeting system in order to contribute to the development and execution of short- and long-range (multi-year) programs and resource plans to support projects and initiatives.
6. Ability to communicate, both orally and in writing; work with people in order to maintain effective working relationships; conduct and coordinate ceremonial and conference activities; and to translate Distinguished Visitor desires into actionable plans and itineraries. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
