This position is located in the Department of Veterans Affairs, Office of Performance Analysis and Integrity (PA&I), aligned to VBA's Chief of Staff. The primary purpose for this position is to develop accurate data based reports using the candidate's highly developed SQL and PL*SQL coding skills. Reports are used by mangers, senior leaders and other stakeholders such as Congress, Veterans groups, and the Office of Inspector General.

Duties

Determine stakeholder information needs as per business requirements using data warehouse artifacts such as tables, applicable table relationships, data marts and views used to fulfill ADHOC data request. Analyzes, designs, develops, troubleshoots and debugs complex SQL and PL*SQL code to address stakeholder ADHOC requirements. Communicates complex technical information and business concepts both in writing and verbally to stakeholders, subordinates, peers and leadership. Create technical solutions by developing user response documentation, code comments and clear code. Inform management of issues and events arising because of reviews and analyses for which the incumbent is assigned.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/31/2023. The Office of Personnel Management's (OPM's) group qualification standards covering white collar occupations in the Federal competitive service can be found: Here Specialized Experience: GS-13: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-12) in the federal service. Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position. Specialized experience for this position is defined as: 1) Designing, developing and implementing complex Oracle Procedural Language extensions to the Oracle Structured Query Language (PL/SQL) or Structured Query Language (SQL) queries to extract data in a business environment; AND 2) providing communication, problem-solving, and analytic abilities as assigned or required. There is no educational substitution for this GS-12 level position. Note: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience you document, to include volunteer experience.
