About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.
Duties
Serve as a Level IV Agency/Organization Program Coordinator (A/OPC) for the CPB with the primary responsibility of managing the Government Purchase Card (GPC) program.
Responsible for designing, implementing, and managing the Cyber Protection Brigade?s (CPB) contract program and establish policies to track and manage programs throughout the Brigade.
Responsible for creating and administering the Government Purchase Card (GPC) program for the CPB.
Responsible for pre-award and post-award functions for a variety of supply, service, studies, and/or minor construction contracts including negotiation and administration to completion or termination of multi-year, simplified actions.
Serve as primary POC for all CPB contracts to include creating and implementing policy for the tracking and monitoring of all contracts in creation and in progress.
Coordinate the establishment of a technical evaluation committee to determine acceptability of technical proposals.
Monitor the progress on contracts through telephone conversations, correspondence, reports, and vouchers.
Determine contractor adherence to financial, production, and delivery requirements; ensure the submission of periodic technical and progress reports, and responsibility regarding timely delivery, loss, destruction, or damage to Government property.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- Position is designated Special-Sensitive (SS). Must be able to obtain and retain a Top Secret (TS)security clearance with access to Sensitive Compartmented Information (SCI).
- This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. The incumbent is required to sign a DA Form 5019-R and must pass urinalysis testing, as required prior to appointment and periodically thereafter.
- Duties of this position may entail alternative duty schedules (extended shifts of 12.5 hours); nights, weekends, and holidays; being recalled for urgent situations; and working overtime in response to surge situations.
- Subject to working other than normal duty hours (evenings, weekends, holidays, regularly scheduled/irregular, occasional overtime).
- May be required to carry a cellular telephone/portable electronic device and maintain a working personal telephone at all times.
- Must be willing to submit to a counterintelligence-scope polygraph (CISP) examination, as required. Failure to submit to a CISP examination when required may result in removal from federal service.

To qualify based on your experience, your resume must describe one year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by demonstrated by expertise in the underlying principles of the statutes, regulations, and policies governing the GPC/Credit Card Program including responsibility for formulating guidelines and providing interpretation; expertise in Federal and agency contracting laws, regulations, principles, and procedures, contracts and provisions, and methods of contracting applicable to the acquisition of supplies and service requirements sufficient to plan and carry out pre-award and/or post-award procurement actions; experience in acquisition of commercial products or services and the local industry or vendor base sufficient to identify sources of supply, recent developments and trends, economic factors affecting procurements, and anticipated requirements of Federal agencies both annually and seasonally; and two years of experience using the following management information systems: Standard Procurement System, Procurement Desktop Defense (PD2), Electronic Document Access (EDA), the Electronic File Room (EFR)/Electronic Document Management (EDM); Project Contract Folders (PCF) for paperless contract files, Wide Area Work Flow (WAWF), and Army Single Face to Industry (ASFI), Contractor Performance Reporting System (CPARS), Architect-Engineer Contract Administration Support System (ACASS), Federal Awardee Performance and Integrity Information System (FAPIIS), and Past Performance Information Retrieval System (PPIRS).
