This position is part of the Warfare Centers Personnel Demonstration Project. The NT-4 pay band encompasses positions equivalent to GS-11 and GS-12.
You will serve as an Engineering Technician in the Integrated Engagement Systems Department, Test & Evaluation Division, Potomac River Test Range (PRTR) Operations Branch (Code E44) of the Naval Surface Warfare Center Dahlgren Division.
Duties
You will serve as a Potomac River Test Range technician responsible to assemble, handle, and test various ordnance items and components.
You will provide coaching, mentoring, guidance, and oversight to range and instrumentation technicians, particularly for building propellant charges and powder room operations.
You will be responsible for all aspects of explosives safety; Research, Development Test and Evaluation execution; and meeting requirements during explosives and non-explosive operations.
You will conduct technical/safety reviews of explosives safety documentation both individually and as a member of a review panel or team.
You will provide ordnance safety mentorship and guidance to all levels of personnel throughout the division.
You will perform all aspects of the explosives safety qualification and certification program including handling, receipt, storage, instrumentation, and arm/fire.

- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-3 pay band (GS-9 and GS-10 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying a wide range of technical engineering principles to test various ordnance items and their components. Examples of qualifying experience may include (1) serving as a subject matter expert for ordnance and explosive-builds (propellant/powder); (2) inspecting shipboard gun barrels for Naval fleet support; (3) interpreting and providing drawings/schematics for gun systems and components; and (4) maintaining gun barrel inspection equipment and records.

Education
Education may be substituted for specialized experience as follows:
- A Ph.D. or equivalent doctoral degree in an appropriate field of engineering, construction, or industrial technology that is directly related to the position; OR
- Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in an appropriate field of engineering, construction, or industrial technology that is directly related to the position; OR
- A combination of experience and graduate education as described above that equates to one year of experience.
