The Administrative Office of the U.S. Courts is seeking a dynamic, exceptional leader to serve as the Configuration Management Lead, Production and Environments Support Team of the National Applications Division for the Case Management Systems Office.
Duties
The Configuration Management Lead, Production and Environments Support team, supports the Chief, National Applications Division (NAD) under the Case Management Systems Office (CMSO), by providing oversight, supervision, and coordination of the AO, courts, and judicial case management systems. The incumbent is responsible for ensuring an efficient and effective configuration management process for the applications managed by the NAD. The Lead manages the software builds and deployments for all applications supported the CMSO. This includes applications which support the program offices and case management offices associated with Bankruptcy, District, and Appellate Courts, as well as Defender Services and Probation and Pretrial Services Systems.
The Lead is responsible for establishing, implementing and problem/issue resolution inside the CI/CD pipeline for all CMSO software products and works with other Team Leads, Branch Chiefs, Division Chiefs, and stakeholders across CMSO, the AO, and offices and customers nationwide. The incumbent will work and be required to lead and provide guidance, in areas throughout the entire software cycle in a customer-focused environment where high-quality deliverables must be met on time and operations are considered critical. The applications environment is 24/7/365 and work may be required outside of normal business hours.
The incumbent will provide direction and leadership for the team in conjunction with coordinating all software configuration management. In addition, the incumbent will support the Agile software development framework and will lead a team of 35 or more IT professionals (both government employees and contractors). In consideration of a contractor workforce, the incumbent may be required to undertake Contracting Officer's Representative (COR) training to assist in the monitoring and documentation of contractor performance. The incumbent will be required to manage a team of staff working across the country in multiple locations. The workforce may also consist of local court developers working in various federal offices around the country. The current technical environment includes Informix, SQL Server, Net, Java, and Perl. The current Ci/CD tools utilized by the configuration management team are bamboo and ansible. This is a hands-on, high-profile position and will require interactions with courts, defenders, probation and pretrial services offices, and administrative staff in both a technical and business perspective.
The duties of the position include, but are not limited to:
Leading, managing, and mentoring personnel to ensure efficient operation of the software build process for the lower development environments.
Improving relationship with operations and maintenance entities through effective leadership, individual and group training, and process improvement.
Working closely with other CMSO divisions, CTHO and SDSO in support of software deployment and application rollouts.
Ensuring software build plans are executed efficiently with quality assurances in place at server delivery.
Escalating issues and concerns with solutions to the management team in a timely manner.
Providing regular status updates to senior management and in related status meetings.
Implementing and managing a standard software development tool suite that works across projects.
Working closely with the NAD to ensure environment needs are met and tools are creating productivity.
Improving the team's efficiency through effective leadership, individual and group training, and process improvement.
Working closely with the other CMSO Divisions to develop and implement a standard continuous software build process that works across all projects.
Qualifications
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience in working with the Atlassian Software Suite, specifically automated Bamboo software builds supporting agile development teams. Strong communication, analysis, and planning skills.
