Duties

Utilizes expert knowledge and comprehensive experiences related to project management principles to independently plan and coordinate work, develop cost estimates, and monitor progress. Leads and directs interdisciplinary teams carrying out environmental studies and evaluations. Responsible for maintaining consistent, timely communications with all internal and external customers Develops, institutes, coordinates, and engages internally and externally, with Federal, state, local, and tribal governments, project sponsor, and the public. Assures early identification of project risks, problems or issues and facilitates the resolution of identified risks, problems or issues in the most appropriate manner.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. At the GS-12 Level: 1 year of specialized experience equivalent to the next lower grade level (GS-11) in the federal service. Specialized experience is further defined as: use of project management techniques on complex and/or controversial projects relating to land use, including leading interdisciplinary teams for compliance with environmental laws, regulations, and policies (i.e. NEPA, ESA, NHPA); and effective oral and written communications with internal and external stakeholders regarding complex or controversial projects. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: The work involves prolonged hours of sitting at a desk and working on a computer in an office environment. It may involve extensive travel by vehicle. Standing and hiking in adverse climate is required for field work. May be required to drive two or four wheeled drive government vehicles for long distances over tarred, gravel or dirt roads. Work Environment: The work environment varies from an office setting where the incumbent is in contact with work associates, to a field setting where the incumbent is working alone, or in a group, in remote and adverse situations. Incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer.

This position falls under the Miscellaneous Administration and Program Series, 0301. There are no Individual Occupational Requirements (IOR) for this job series.

There is no substitution of education for experience at this grade level.
