Strategy & Policy group
The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
Serves as the focal point for program/policy trend analysis, business review, and strategic planning. The incumbent serves as an advisor to management on organizational strategy and quality review measures. The employee is responsible for making recommendations for the design and development of programs, systems, and strategies based on trend analysis.
Works with management and team members in formulating new or revised strategies and business plans. Assists in developing management objectives, strategies, actions, critical success factors and milestones. Consolidates final strategic business planning documents. Designs and proposes strategies that build cooperative partnerships with customers and stakeholders ensuring their needs are considered in the strategic and business plans.
Has shared program responsibility for analyzing and evaluating the effectiveness of strategic and business accomplishments. Analyzes work processes; identifies, tests and validates potential best practices. Assures that validated practices are promulgated and adopted organization-wide.
Analyzes new/proposed legislation and nationally-mandated policies and procedures to determine the impact on the strategic direction and funding of program operations. Conducts in-depth analysis of program assignments and prepares reports and briefing papers for management.
Reviews and analyzes the RPO quality measurement system and other quality assessment reports, employee surveys, customer comments and feedback, and other relevant data. Develops recommendations and supports implementation of improvements.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-07 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-5 grade level in the Federal service. Specialized experience for this position includes:
? Performing operational reviews, preparing program evaluations and providing guidelines pertaining the effectiveness of line program operations.
? Advising on program staffing and conducting studies of employee/organizational efficiency and productivity.
? Recommending changes in procedures and techniques to improve baseline measures and organization's work methods.
OR
One year of graduate level education in a related field of study at an accredited college or university.
OR
Superior Academic Achievement (SAA) may be met by having a Bachelor's degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last two years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last two years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.

If more than 10 percent of your undergraduate course work (credit hours) was taken on a pass/fail or similar basis, your claim must be based on class standing or membership in an Honor Society.
