This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service authorized by Section 1117, NDAA FY21, Public Law 116-283, and 5 USC, Section 9905, to recruit and appoint qualified candidates to positions in the competitive service.

Duties

Develop / communicate vision, guidance, goals, and objectives in accordance with Branch and organizational needs. Manage state of projects relative to the funding, schedule, and performance requirements. Oversight and accountability for providing software development, systems integration, test engineering, and/or configuration management across software support products and services. Manage risk, issues, schedule, and product quality in support of Electromagnetic Spectrum (EMS) reprogramming products and services. Maintain relevant EW subject material and stay up to date on applicable emerging technology that ensures the reliability, maintainability, interoperability, and configuration integrity for provided EW products and services. Strategically communicate with internal and external stakeholders, growing relationships and partnerships for strategic, operational, technological, expertise, and/or resource needs. Communicates at organization, branch, team, and individual levels, conducting annual performance evaluations. Plan and manage current year and future year budget and resource allocation.? Analyze, justify, and defend planned resource requirements. Grow, mentor, and develop individuals on team via various means (coaching, training, opportunities, etc.) Responsible for engagement regarding early acquisition support during design, development, and test to ensure adequate reprogramming and technique development system engineering considerations.

Requirements

  • This is a Defense Cyberspace Workforce Framework (DCWF) position as outlined in DoDD 8140.01 - Cyberspace Workforce Management, Encl 2, Par 9(c)(d).
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.
  • You will be required to provide proof of U.S. Citizenship.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Engineering and Technical Management certification within 60 months as of entrance on duty.
  • This position requires temporary duty (TDY) travel up to 25% of the time. Approximately 25% of travel will be OCONUS, which may be on very short notice with the trips varying from one to 24 days in duration.
  • Commensurate with mission requirements, the incumbent can be required to work irregular duty hours to include working nights, weekends, and holidays.
  • Selectee must be able to obtain and maintain a Top Secret SCI clearance for the duration of employment.
  • This position is a drug testing designated position and is subject to random drug testing.
  • A one-year supervisory probation period is required unless requirements have previously been met.

Basic Requirement for SUPERVISORY IT SPECIALIST (SYSANALYSIS): Specialized and Other Experience: To qualify for this position, your resume must describe at least one year of specialized experience equivalent to the next lower grade level (DE-02 or GS-11) or equivalent pay band in the Federal service which includes 1) Supervising, managing, leading, or directing employees to meet production, performance management, or mission goals; 2) Support Information Technology (IT) systems / services or familiarization with networking, systems administration, infrastructure, or Information Systems security posture; 3) Manage information/software systems supporting architectures, software production, application systems development, information/software project management, risk management, software process models, software engineering technologies, or Computer-Aided Systems Engineering (CASE); AND 4) Prioritize/review IT Tasks or provide solutions for execution to decision makers. This definition of specialized experience is typical of work performed at the next lower pay band/grade level position in the federal service (DE-02/GS-11). The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others. (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluation of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation. (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information. (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate.

  • About this position: The Software Engineering Center (SEC) Intelligence Electronic Warfare and Sensors Directorate (IEWSD) is seeking a motivated individual to support the Army Reprogramming Analysis Team-Program Office (ARAT-PO) as Branch Chief. Army Reprogramming Analysis Team - Program Office (ARAT-PO) is the Army's Electromagnetic Warfare (EW) reprogramming organization that develops, tests, and delivers threat response software for EW systems and other Electromagnetic Spectrum (EMS) capabilities to support Commanders across the full range of military operations. These software capabilities support the ability to detect, analyze, classify, declare, and defeat new and changed EW and Cyber Electromagnetic threats to facilitate commanders' freedom of maneuver. The ARAT-PO is designated as the Army's organization with executive agent responsibilities to rapidly reprogram and field software in EW and Spectrum Management Operations (SMO) systems.
  • This position is covered under an alternative personnel system known as the Science and Technology Reinvention Laboratory Management Demonstration Project. The Demonstration replaces GS grade levels with occupational families and pay bands. The salary range of the position being filled will not be decreased with the change to pay bands. This position, Supervisory DE-03, incorporates GS-12 step 1 through GS-14 step 10 grade and salary levels.
