This is for a Supervisory Program Analyst within the Economic Development Administration (EDA). As a Supervisory Program Analyst, you will serve as the Director of the Office of Innovation & Entrepreneurship (OIE). Reporting directly to the Deputy Assistant Secretary for Regional Affairs, you will perform activities to oversee programs, policies, and advising of senior officials, as well as monitor national trends in innovation and entrepreneurship policy as it relates to economic development.

Duties

As a Supervisory Program Analyst, you will perform the following duties: Support grant programs, initiatives, and objectives to evaluate the content of new or modified legislation to determine impact upon OIE programs and resources and/or in translating basic legislation into program goals, actions, and services. Evaluate and approve grant proposals that support economic development. Develop and implement internal and/or external economic programs, committees, projects, policies, systems and/or procedures. Studies, develops, and implements new initiatives and programs to achieve the goals of the Office of Innovation and Entrepreneurship. This Job Opportunity Announcement may be used to fill other Supervisory Program Analyst GS-0343-15 (FPL, GS-15) positions within the Economic Development Administration in the same geographical location with the same qualifications and specialized experience. Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. This handbook is available on the Office of Personnel Management's website located at: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/ Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-14 in the Federal service. Specialized experience is defined as: Managing a variety of grant programs that support economic development; - Analyze and evaluate economic development programs and initiatives to assess performance; - Evaluating new or modified legislation to determine impact upon grants programs and resources; - Applying program evaluation techniques to measure and evaluate program accomplishments SUBSTITUTION OF EDUCATION: Education cannot be substituted for experience at this grade level.
