This position is located in the Washington, DC Commuting Area in the Office of the Executive Secretariat, at the U.S. Agency for International Development (USAID).

Duties

Plans foreign and domestic trips and supports strategic planning for the Trips Teams. Provides and disseminates; provides oversight of the process and advises management of critical issues with proposed or recommended solutions. Presents policy and process-related information orally and in writing. Advises top USAID officials on Administrator and Deputy Administrator's travel priorities, aiding in delegation selection. Manages pre-travel arrangements for the Administrator and Deputy Administrator, ensuring optimal event and meeting scheduling aligned with objectives. Oversees the preparations preceding the Administrator?s and Deputy Administrators' travel to ensure the scheduling of events and meetings are included in the official agenda. Coordinates with USAID HQ, field missions, and local groups for trip success. Leads planning meetings, collaborates with Executive Secretariat?s team, ensures trip details and budget align. Directly engages with Analysts for timely briefing prep. Leads travel coordination, cost estimates, and issue resolution. Handles travel docs, visas, clearances, audits expenses, ensures compliance, and reviews submissions. Facilitates trip-related taskings, records management, and requests for information. Monitors, coordinates, and communicates strategic objectives to include negotiating with others, and developing and fostering relationships.

Requirements

  • United States Citizenship is required.
  • Relevant experience (see Qualifications below).
  • Must be able to obtain and maintain a TOP SECRET security clearance.
  • Males born after 12/31/1959 must be registered with the Selective Service.
  • Direct Deposit/Electronic Funds Transfer is required.
  • If you have no prior Federal experience or are selected under Delegated Examining procedures, you will be required to serve a one-year probationary period.
  • If you select to be considered under Merit Promotion requirements, you must meet the Time-in-Grade requirements before the closing date of this vacancy announcement.
  • These are Testing Designated Positions (TDP's) under the Agency's approved Drug-Free Work Place Program. All applicants selected for this position will be subject to random drug testing once they begin working for the Agency.
  • You may be required to serve a one year probationary period.

Qualifications

Specialized Experience: GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (a) analyzing interrelated issues of effectiveness, efficiency, and productivity of substantive mission-oriented programs; and (b) developing detailed plans, goals, and objectives for the long-range implementation and administration of the program, and/or developing criteria for evaluating the effectiveness of the program. GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (a) analyzing interrelated issues of effectiveness, efficiency, and productivity of substantive mission-oriented programs; and (b) developing detailed plans, goals, and objectives for the long-range implementation and administration of the program, and/or developing criteria for evaluating the effectiveness of the program (c) providing expert advice and recommendations to top management. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience. CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible applicant with the knowledge, skills, and abilities that clearly exceed the position's minimum requirements. In addition, a well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned to the Silver Category or higher Category; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training. A well-qualified candidate will not necessarily meet the definition of highly or best qualified when evaluated against other candidates who apply for a particular position. Therefore, selecting officials will document the job-related reason(s) for qualification determinations without selective and quality ranking factors.
