The incumbent serves as the Administrative Officer for the Medical Care Service Line (MCSL) at the Salem VA Medical Center (VAMC) and as such directs and coordinates the administrative, operational, and planning activities within the service with final authority resting with the Chief. Incumbent manages and coordinates all administrative aspects of the Service.
Duties
Duties include but are not limited to:
Provide administrative management and function as an advisor to the Chief, MCSL on administrative issues related to healthcare delivery and implementation of clinical programs
Strategic planning; creating and maintaining statistical data for decision-making purpose; developing and monitoring cost effective programs; developing policies as appropriate and developing methods and tools to scientifically evaluate program activities and effectiveness
Coordinates activities, performs analytical trending and evaluative work associated with service departments
Maintains confidentiality of all office matters and executes discretion in the release of all information
Responsible for developing both long and short-range policies and plans for the organization by coordinating the medical administration needs
Responsible for the development and implementation of policies and procedures for the Service
Gathers and analyzes budget needs of the Service Line preparing annual and cyclic documents, supervises all phases of budgeting, and maintains authority for fund control points
Responsible for formulation and execution of annual budget including salaries, travel, supplies, equipment and all other general operating expenses
Develops monthly and quarterly cost ceilings while maintaining running control of funds to ensure that accounts are within authorized levels
Administers space and equipment programs
Manages service line procurement and contracting which includes initiating procurement requests, preparing statements of work, serving on acquisition team, participating in source selection process, serving as a COTR, and/or maintaining service line procurement and contracting records
Represents management at labor management meetings, provides information, and resolves conflicts and /or problems that may arise and assures management officials are familiar with the negotiated agreement
Listens to problems and concerns of Medical Center employees and helps when possible or secures advice from Personnel Services
Acts as the liaison with the Human Resources Office concerning personnel-related matters
Coordinates and participates in disciplinary actions and responds to appeals and grievances
Provides for full administration of reporting, evaluation, and fee requirements associated with the Accreditation of the organization and establishes procedures to meet unusual or unique standards
Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement,
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09 or equivalent. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: Skill in applying analytical and evaluative methods and techniques to issues or studies of the efficiency and effectiveness of program operations and substantive administrative support functions (internal activities or functions such as supply, budget, procurement, or personnel which serve to facilitate operations). Ability to develop new or modified work methods, organizational structures, records and files, management processes, staffing patterns, procedures for administering program services, guidelines and procedures, and automating work processes for the conduct of administrative support functions or program operations. Skill in the use of computer equipment with a wide variety of software

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's degree.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
