The Incumbent performs a variety of clerical tasks in support of the service as well as those services both internal and external that interface with the Facilities Management Service (FMS). The incumbent reports to the Chief of Assistant Chief, FMS. The Incumbent executes position responsibilities with minimal supervision.

Duties

Performs the role of primary timekeeper for Nursing Service. Must maintain a current knowledge of best practices related to timekeeping (VATAS), and answer questions of other employees, on procedures, policies, directives, etc., and obtain needed information or decisions from their Supervisor on unusual problems that come up. Prepares documents and gives other administrative support as requested by Nursing Leadership. Provides information, analysis for short, and long-range planning regarding prospective changes in functions for VATAS, and objectives, makes recommendations to supervisor for changes where required. Changes may be recommended when there is no formal guidance, but issues needing a solution have been identified. Incumbent must be able to determine appropriate approach to perform a variety of duties related to special projects involving a wide variety of issues. The incumbent performs work involving the collection, compilation, and/or tracking of data and statistical information in support of the budgeting oversight operations of the Service. Utilizes software applications to draw information, e.g., from, IFCAP, VSSC in order to prepare/assist in preparation of reports and maintains automated system of workload and cost trends, as related to the efficient use of developed timekeeping standards. Assists with the development and maintenance of any quality assurance requirements/projects related to VATAS, and timekeeping. Forwards all reports to the appropriate office for processing. Prepares all time and attendance reports for Nursing Leadership. Performs all other duties as assigned. Performs ECAR requests from Nursing Service. Performs PIV monitor/sponsorship for Nursing Service. Performs purchase card requests as approved by Nursing Service. Performs other duties as assigned. Work Schedule: Monday through Friday 7:30am to 4:00pm/ Position Description Title/PD#: Program Support Assistant - Timekeeper (PCS)/PD19022A Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-4. Examples of specialized experience would typically include, but are not limited to: Providing administrative support to the Nursing Service staff; providing time and attendance automated support for an administrative office; using a variety of computer applications to prepare reports, spreadsheets, correspondence, etc; completing administrative requests; reviewing all records and documents for completeness and accuracy; maintaining confidential material and sensitive personnel data; communicating effectively with a wide range of individuals. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have at least a Bachelors degree obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond 60 semester hours earned. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-05. You will be rated on the following Competencies for this position: Conflict ManagementCustomer Service (Clerical/Technical)Teaching OthersTechnical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary. Typically, the employee may sit comfortably to do the work. There may be some walking, standing, bending and carrying of light items like files, papers, or books. No special physical demands are required. Participation in seasonal influenza program may be required.
