The Employing Office Location is Washington, DC. Duty Station Location may be negotiable after selection. Telework/Remote Work will be considered for highly qualified candidates. This position is part of the Director, Bureau of Indian Education, Bureau of Indian Education. As a Supervisory Management & Program Analyst (Chief Performance Officer) you will be responsible for the measurement, management and improvement of BIE's performance based on metrics to achieve positive outcomes.

Duties

As a Supervisory Management & Program Analyst (Chief Performance Officer) GS-0343-15, your typical work assignments may include the following: Serves as the expert advisor to the Director and Deputy Director. Establishes, implements and evaluates long-range plans and long-and short-term policies pertaining to BIE programs. Responsible and accountable for the management of the charge card program for staff. Designs and/or participates in the design and implementation of accountability systems to measure and improve the effectiveness of financial and budgetary systems. Organizes, coordinates, and streamlines data collection efforts among BIE divisions. Manages the preparation of periodic and annual accomplishment reports against data metrics. Prepares and interprets reports of budget and financial data and addresses Congressional and Federal reports on the BIE's fiscal and budgetary effectiveness. Directly supervises staff employee and subordinate unit supervisor.

Qualifications

Applicants must meet the qualification requirements contained in the OPM Standards. For this position, they are listed below. SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. GS-15: 1 year of specialized experience equivalent to at least the GS-14 grade level in the federal service. Examples include: responsible for the measurement, management and improvement of education performance based on metrics to achieve positive outcomes; ensuring that mission, vision, values, and goals as defined by strategic direction are achieved through strategic and performance planning, measurement, data analysis, regular assessment of progress, and use of performance data to improve the results achieved; development and implementation of financial accountability, fiscal monitoring, and budget performance initiatives; preparation of periodic and annual accomplishment reports against data metrics; preparing and interpreting reports of budget and financial data and addresses Congressional and Federal reports on fiscal and budgetary effectiveness; providing recommendations for the implementation of new process, metrics, measures, or reprogramming of resources. Only experience and education obtained by the closing date of this announcement will be considered. Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year (52 weeks) of service at the next lower grade level.
