About the Position: About the Position: You will perform as a Senior Recruitment and Placement specialist in the Civilian Human Resources Agency (CHRA), Mississippi Valley Region, Civilian Personnel Advisory Center (CPAC), servicing the U.S. Army Corps of Engineers, Memphis District.

Duties

Serve as a Senior Human Resources Specialist providing a full range of expert level human resources advisory and technical services on recruitment and placement practices. Apply a full range of HR methods, principles, practices, and evaluative methodologies sufficient to advise on and/or resolve the full range of operational problems which range from recurring through complex and unprecedented. Advise on recruitment strategies, sources, and special programs, relocation, and retention incentive programs. Provide guidance on merit system principles and. prohibited personnel practices.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes (1) interpreting and applying a wide range of federal civilian human resources recruitment and placement principles, laws, regulations, and practices to advise supervisors; (2) utilizing a variety appointing authorities to hire job applicants; (3) handling requests for personnel actions (RPAs) from cradle to grave, and (4) providing technical review of the work of other human resources specialists. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Position ClassificationStaffing and RecruitingWritten Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
