The Physician and Provider Recruiter is the office of responsibility for local physician and provider recruitment and retention operations for the health system. Serves as the senior strategic HR recruitment and retention advisor at the local VA health care system; provides strategic recruitment and retention services to health system leadership and service line managers; provides input to health system leadership on short & long-range analyses of recruitment, hiring and retention requirements.
Duties
This position functions as the Physician and Provider Recruiter. Position is physically located at the local facility and you must report to duty at the facility. This position reports to the HR Senior Strategic Business Partner.
Duties include but are not limited to:
Works directly with medical staff management to determine hiring needs, best recruitment avenues, and compensation packages for medical staff positions
Meets regularly with COS, clinical service line managers, SSBP, DEO, PAO, SBU, and SSU to coordinate recruitment advertising and the sharing of recruitment information within the appropriate academic and/or professional community.
Serves as the senior strategic HR recruitment and retention advisor at the local VA healthcare system (VA Medical Center and community based outpatient clinics).
Securing necessary documentation of approvals for recruitment, relocation and retention incentives (3Rs), Education Debt Reduction Program (EDRP), and Permanent Change of Station (PCS) relocation
Meets with local hiring managers to conduct recruitment search assessments in order to develop tailored recruitment marketing and sourcing strategy.
Obtains critical information about the vacancy during recruitment search assessment that will enhance marketability of the opportunity and improve the likelihood of sourcing best-fit candidates.
Provides outstanding customer service and "white glove" recruitment practices to ensure applicants for medical staff positions choose VA.
Builds coalitions with local educational institutions, professional organizations and other relevant recruitment sources.
Provides strategic recruitment and retention services to health system leadership and service line managers.
Provides input to health system leadership on short- and long-range analyses of recruitment, hiring and retention requirements.
Resolves facility recruitment and retention problems and issues that often involve conflicting or incomplete information.
Applies analytical techniques that frequently require modification to accommodate a wide range of variables within the facilities local labor market area.
Serves as the case-manager for all physician and provider recruitment and onboarding activities ensuring effective and efficient processes that maximize recruitment outcomes and reduce Time-to-Hire (T2H).
Serves as the HR technical advisor for physician, dentist and podiatrist pay decisions.
Serves as the SME for recruitment and placement of non-US citizens and facilitates processes with SBU and SSU HR personnel, NRS, and VHA's Workforce Management and Consulting's (WMC) Center of Expertise (COE).
Serves as the primary point of contact (POC) for physician and provider candidate site visits/interviews and ensures an enhanced candidate experience through coordination of candidate travel, interview agendas, facility tours, local area community tours, formal contingent offers, and initiation of credentialing and privileging (C&P).
Serves as the HR subject matter expert (SME)/technical advisor in Title 38 physician, dentist and provider recruitments, onboarding, market pay administration, and retention and serves as the primary point of contact for the provider.
Work Schedule: Monday-Friday 8:00-4:30pm

To qualify for this position at the GS-12 level, you must meet one of the following listed Criteria:
Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-09 grade level. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: recruiting for facility hard-to-fill Physician and Advanced Practice Provider occupations; using advanced sourcing including social networks, Boolean searches, direct mail, database mining, forecasting and networking; provides authoritative management advisory in developing short and long-term facility recruitment strategies to optimize recruitment and retentions outcomes and achieve health care system objectives; responsible for preparing recruitment search assessments to clarify and develop ideal candidate profiles and tailored recruitment, marketing, and sourcing strategies. Provide technical advice to medical facility leadership in resolving the most difficult and controversial recruitment and retention problems including defining issues, determining applicable precedents, laws, or regulations, and identifying the most effective and efficient approach and technique to validate the correctness and propriety of the actions taken. Conducting in depth analysis of professional medical staffing needs for the hospital. Maintaining a database/management information system to track candidate leads for short term and long-term use. Formulating and implements long and short-term policies, procedures, and program plans for the attraction and retention of professional medical staff. Routinely evaluating the program and prepares reports for executives to make informed decisions.

Preferred experience: Human Resources Staffing specialized experience in Physician and/or advanced practice provider recruitment within either a Federal or Private Sector Hospital or Health Care System.

Physical Requirements: The work is sedentary. Some work may require walking in off ices, hospitals, convention centers, hotels, universities, and similar areas for meetings and to conduct recruitment, hiring and retention duties. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite.
