About the Position: This Military Test Plans Analyst position is located at the U.S. Army Operational Test Command, Aviation Test Directorate (AVTD), with a duty location of Fort Cavazos, Texas.
Duties
Works with assigned Operations Research Analyst (ORSA) to develop the data management plan and overall quality control plan for test data for each test.
Applies knowledge of systems, equipment, materiel, concepts, and doctrine in his or her area of expertise, such as Combat Service Support; Mobility and Survivability; Maneuver; Communications, Command, and Control; and/or Information Systems.
Conducts background research to determine testability of critical operational issues and criteria, and develops test or other event concept in support of the requirements for the program.
Writes test methodologies for overall test design and for specific issue, criterion, and measure of performance requirements. Researches and writes background material for systems concepts being tested.
Ensures training of test team members in test design and data collection, reduction, and quality control techniques, as needed.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position is subject to the provisions of the Domestic Violence Offender Gun Ban commonly referred to as the Lautenberg Amendment. This position may require possession or access to firearms or ammunition.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This position requires the incumbent to obtain and maintain a valid state driver's license and any installation and/or DoD licenses required for the type of vehicle driven. May be required to operate military vehicles (1/2 ton or less) at test sites.
- The work of this position may involve situations requiring special safety precautions and/or personal protective equipment such as masks or respirators.
- Duties may require the employee to stand for long periods, walk over rough, uneven, or rocky terrain, bend, crouch, stoop, stretch, reach, and lie on the ground outdoors.
- Duties may also require climbing into or onto such vehicles and equipment as tanks, armored personnel carriers, or helicopters, and therefore require mobility, agility, and dexterity.
- May be required to work in a field environment while conducting operational tests. This will expose the employee to dusty, noisy, excessively hot or cold, and otherwise extreme environments.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Test and Evaluation Certification within 60 months of entrance on duty.
- This position has a Temporary Duty (TDY) or business travel requirement of 40% of the time.
- A one-year trial/probationary period may be required.

Specialized Experience: One year of specialized experience which includes: 1) Performing research or quality control on tests or assessments; 2) Using data collection systems or automated test management systems; and 3) Reporting findings or developing documentation.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02 or GS-11).
Some federal jobs allow you to substitute your education for the required specialized experience in order to qualify. For this job, you must meet the qualification requirement using specialized experience alone--no substitution of education for experience is permitted.
