The primary purpose of this position is to act as Facility Strategic Planner. The Health System Specialist is responsible for directing all planning activities within the Medical facility and developing the facility's annual strategic plan.

Duties

Facility Space and Strategic Planning: The Health System Specialist will develop, analyze, and make recommendations on current and future facility needs of the system and will propose means for their resolution (major, minor, Non-Recurring Maintenance, leases, memorandums of understanding, etc.)Duties include the following, but are not limited to:- Development of facility strategic plans- Demographic and market analysis- Development of Business Case Analysis- Data analysis and planning studies- Development of initiatives and revenue opportunities- Facility planning and space utilization management- Group facilitation for program development- Coordinating with the facility engineer(s), the incumbent reviews and assesses the sufficiency of architectural concepts plans/schematics, preliminary plans and construction drawings to ensure they are in alignment with facility space plan and needs of the facility. The Health System Specialist will support the Strategic Plan both long and short range, Capital Asset Management proposals, specific project development plans and all workload driven actions or initiatives. S/he will coordinate and initiate several key short and long-range planning activities which includes, but is not limited to:

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Candidates must meet the following Individual Occupational Requirement (IOR): You must meet the following minimum qualifications requirements. Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Special Provision for In service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:-Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;-Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and-Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. In addition to the IOR, you must qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: advanced knowledge of health care delivery systems, including differences between private sector and governmental systems such as VA, DoD, County Public Health, etc. It is preferred that the incumbent possess knowledge gained through advanced academic work (preferably with awarding of a master's degree) and requires extensive knowledge of VHA medical centers and planning guidance, knowledge of assessment tools for identifying the current facility status, actual and potential problem areas, identifying and interpreting trends and significant factors, as well as knowledge of social, economic, and other conditions affecting performance of health care delivery systems including population, demographics (veterans and community), economics, budget, personnel and procurement to obtain information for studies and to perform coordination functions, knowledge of advanced principles and practices related to health care delivery management, policy setting and planning and budgeting systems, Advanced knowledge and skills related to establishing and conducting Strategic Planning at a corporate, network or field facility level, an knowledge and experience with development of Memorandums of Understanding, Sharing Agreements, specifically VA/DoD or with the private sector. Ability to facilitate agreements which are mutually beneficial to two or more organizations. You will be rated on the following Competencies for this position: -Administration and Management -Attention to Detail -Leadership-Communication -Planning and Evaluating Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
