The primary purpose of this position is to act as the facility Performance Measures/Systems Redesign Coordinator. Incumbent will coordinate, administer and oversee all aspects of the Performance Measures and Systems Redesign programs for the HCS. Primary responsibilities include: aligning the facility Performance Measures and Systems Redesign Programs with the goals and objectives of VISN and National programs.

Duties

Relocation Incentive may be authorized for a highly qualified individual. Duties include, but are not limited to: Performance Measure Program Developing, coordinating, analyzing, evaluating and providing routine status updates and recommendations to improve PM initiatives Ensuring that the PM Program is comprehensive using a systematic approach Advising senior level management on a broad range of programs, policies and procedures related to strategic planning, management development and procedures for coaching service/section leaders through the performance measures process Developing policy guidance, motivational materials and information to facilitate participation in improving the facilities scores in the area of performance measures management Performing a variety of duties requiring in-depth knowledge of VA's performance measures to include SAIL, IPEC, VSSC, etc. Performing ongoing monitoring and education to multidisciplinary staff based on the analysis of performance standards Performing ongoing monitoring and education to all levels of staff based on changes in the published performance measures Responsible for developing a systematic approach to assessing and improving organization performance as well as the coordination of policy development Systems Redesign (Performance Improvement) Managing the HCS Systems Redesign program. In this capacity, responsible for promoting an organizational culture of continuous process improvement Collaborating with leaders and staff at all levels of the organization, as well as at the VISN level, to accomplish program requirements and goals. This includes: development of health care system policies and procedures governing the program, communication and education of staff Participating as a member of key committees and workgroups at both the local and VISN level Extracting data on programmatic activities and providing analysis on program functionality through reports to facility leadership, including the senior level facility committees Proactively identifying Systems Redesign programmatic issues and works to resolve them independently Compiling summary and executive level reports related to the program; provides guidance to medical staff and other providers regarding pending and completed actions by the program Handling issues related to System Redesign/Pl and is the primary point of contact for System Redesign issues, including coordination of Lean training, suspense actions, planning and forming initiatives of strategic importance to the health care system, and facilitation of all types of performance improvement teams Supporting facility planning processes related to emphasis on Access and Value/Efficiency goals Providing significant support and input, including development of relevant data and information, development of specific strategies, etc. Advising and Reporting Conducting special assignments as delegated by the Director, in relation to, the overall health care system mission, and/or items in the best interest of the VA/VHA/VISN Developing guidelines and new methods to address deficiencies and implementing improvements in accordance with regulations and standards of regulatory and organizations that relate to hospital liability and standards of patient care Responsible for developing data mining and warehousing techniques as they relate to the program Coordination and Communication Maintaining abreast of changes related to performance measures requirements, monitors reports and facilitates improvement activities; to ensure the activities are driven by patient care processes Ensuring performance measurement initiatives are in alignment with the health care system's goal and VHA guidelines Developing, implementing and coordinating activities to evaluate and improve performance that is compliant with regulations, meets internal and external standards, improves patient outcomes and the quality of care Work Schedule: Full-time, Monday thru Friday 8:00 a.m. to 4:30 p.m. Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/14/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Health System Specialist GS-12 requires the Individual Occupational Requirement be met. Individual Occupational Requirement Undergraduate and Graduate Education: Major study- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: missions, organizations, programs, and requirements of health care delivery systems; regulations and standards of various regulatory and credentialing groups; and government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; practical assignments providing an opportunity to apply health system administration skills and principles and oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: acting as the project lead for healthcare and operational improvement projects impacting patient care delivery systems and functions throughout the medical center; using independent judgment in applying policy and directives to changing situations or to developing strategies appropriate to resolve specific issues or problems; organizing, directing, controlling and coordinating group activities in a timely and effective manner and conducting extensive work in analyzing data and conducting background research on the issue. You will be rated on the following Competencies for this position: Client orientation Creative thinking External awareness Organizational awareness Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
