The primary purpose of the position is to provide assistance and support to the ACOD/GPM and to all ambulatory care services in the facility and related Community Based Outpatient Clinics as it relates to access to care as applicable. Incumbent support high quality, accessible, cost effective health care services and ensure a high quality patient experience for the Veteran.
Duties
Major Duties:
Provides oversight to ensure that local practices and processes within the assigned ambulatory clinics are aligned with planning and policies at the network and national access leadership levels.
Builds and leads local program planning and execution for VHA approved program of clinic practice management at the assigned campus and CBOC level.
Assists with annual budget plan and staffing plans for outpatient care at assigned facility and associate CBOC's.
Oversees and monitors information technology usage and issues and provides guidance to clinical and admin leads as needed.
Works with local personnel to integrate data analytics and measures with continuous process improvement utilizing LEAN, Six Sigma, and other improvement methodologies to meet and sustain ambulatory care goals and objectives.
Acts as a liaison or point person for communications with persons and/or groups internal or external to the facility, representing GPM and clinical access issues.
Promotes effective communication and optimal information flow within the clinics regarding access and clinic practice management.
Establishes communication plans with clinic teams relating to the plan of action in accordance with the Veterans experience, access and clinic practice management data.

Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.

Qualifications

Individual Occupational Requirement
Major study - hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR
Specialized Experience - Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
Special Provision for Inservice Placement - Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; practical assignments providing an opportunity to apply health system administration skills and principles and oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: provides data, reports, and assistance for the development of strategic plans, reviews and evaluates assigned processes and procedures, evaluates and recommends changes for patient experience, presents continuous improvement recommendations, forecasts budget recommendations, and provides administrative program advice.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
