The primary purpose of this position is to serve as a Management and Program Analyst in the Directorate of Personnel, with responsibility for research, development, planning, organizing, and recommending programs and processes to achieve strategic goals and objectives for the organization.

Duties

-Develops and recommends effective resource/program objectives to achieve an effective, efficient program execution. -Accurately assesses and identifies areas requiring review and analysis. -Serves as an advisor on proposed changes that impact assigned programs, i.e., functional resource management/development, strategic planning, etc. -Assists in the development of and recommends human resources policies and guidance for activities and performs continuous evaluation of the utilization of human resources in accomplishing objectives and goals. -Briefs representatives of organizations and prepares and delivers written reports and oral presentations to include training, strategy sessions, consultations, orientations, and discussions.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, General Schedule Positions, Administrative and Management Position. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in data and information gathering and detailed analysis related to the effectiveness, efficiency, and directives personnel programs, developing courses of action, and providing management advisory and support services. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge and skill in gathering and assembling required information in order to apply analytical and evaluative techniques to the identification, consideration and resolution of issues or problems concerning efficiency and effectiveness of program operations. 2. Knowledge of DoD, Joint, and AF Inspection and compliance policies, instructions, and practices involved in the AF inspection program; AF structure, mission, and programs; and instructions governing the organization's operations and plans programs. 3. Knowledge of CSFO roles and responsibilities, pertinent manpower/personnel laws, regulations, policies and precedents that affect the use of manpower resources. 4. Knowledge of the relationship of the various Air Force Sustainment Center directorate, installation support, supply chain, and production entities involved in overall program planning and execution of customer support. Ability to establish and maintain relationships with key individuals and organizations outside the immediate work unit, at HQ AFMC, and with representative from other agencies. 5. Ability to select and apply analytical methods and to gather, assemble, and analyze data in order to prepare reports, develop alternatives, and make recommendations to resolve problems related to program management, processes, and operations. Ability to manage several projects simultaneously with a high degree of analytical ability and to plan and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. 6. Ability to communicate effectively, both orally and in writing, and negotiate effectively with program analysts and management to accept and implement recommendations, where proposals involve substantial resources and require extensive changes in established concepts and procedures. Maintain good working relations with all individuals and organizations. Ability to plan and organize work and coordinate with other individuals and organizations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
