Duties
As a Management & Program Analyst (Economic Inclusion Lead) (Public Notice Flyer), you will:
Program Management:
Provide technical support in the design, implementation and monitoring of technical assistance programs that target distressed communities, including traditionally underserved populations as well as underserved communities within geographies that have been systemically and/or systematically denied a full opportunity to participate in aspects of economic prosperity.
Oversee the Equity Impact Investments program, providing key input on implementation and strategy, facilitating relevant feedback from EDA Regional Offices and other program teams in support of technical assistance work.
Research and Analysis:
Promote, advise and assist EDA staff to incorporate data, research and tools that advance inclusive economic development practices into program planning and decision making.
Monitor and summarize data related to EDA's Equity Investment Priority.
Support the exchange of best practices in the execution of economic inclusion programming through briefs and other summary documents and tools.
Contribute to the creation of integrated strategies around economic recovery and inclusion metrics and research projects.
Outreach and Coordination:
Engage with EDA staff and other federal programs supporting equitable economic development, including programs targeting historically underserved communities, areas of persistent poverty, and underinvested rural areas.
Design partnership opportunities with key stakeholders including industry associations who support targeted constituencies, underrepresented populations, community-based organizations, and advocacy groups to share learnings and facilitate the participation of their networks in appropriate projects (i.e., EDA Communities of Practice).
Coordinate with EDA's Office of External Affairs and Communications and Regional Offices to amplify outreach at national, regional, state and local levels. Provide technical support to Economic Development Representatives to improve and extend outreach to underserved populations and geographies.
Represent EDA's external program efforts on the Department of Commerce Equity Council and disseminate the goals of the council throughout EDA's work.

Qualifications

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the GS-14 level:
SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as experience:
Implementing policies, rules, processes and procedures that will guide program management and oversight operations; and
Creating strategies for long term program and process forecasting to support policy changes; and
Coordinating and managing communications and outreach with external stakeholders; and
Applying quantitative and qualitative analytical techniques; and
Experience leading programs or initiatives related to equity (equitable economic development)
