The primary purpose of this position is to serve as a senior information technology (IT) specialist and technical expert within the HNCP Branch.
Duties
Duty 1: Develops and delivers software and/or other digital services (cyber, cloud, platform, data, and/or artificial intelligence) through the following execution phases: design, development, installation, test, implementation, modification, documentation and follow-on maintenance
Duty 2: Manages mission knowledge, information, and situational awareness processes and systems using an agile approach
Duty 3: Serves as Project Lead for cyberspace capability development, assessment, and fielding
Duty 4: Represents assigned teams and digital products with a variety of Department, Headquarters, installation and functional area organizations

- Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented
Information (SCI), Top Secret Special

- A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in the reassignment of this additional duty to another employee within the organization.

Qualifications
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
This standard allows eligibility through meeting either the requirements specified in the section titled Education or the requirements specified in the section titled Experience.
Education: All academic degrees and coursework must be from accredited or pre-accredited institutions
Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate
GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Advanced technical knowledge of software and other various digital technology systems (cyber, cloud, platform, data, and/or artificial intelligence); of technology systems analysis and applications software concepts, functions, techniques, and capabilities sufficient to evaluate new and emerging IT security methods and principles, the feasibility of proposed new systems and applications software projects; and to design, write, test, debug, and maintain information systems and applications software and ensure successful integration with existing and anticipated infrastructure in the database environment; knowledge of DoD and Air Force policies and procedures, guidelines, directives and techniques related to software and technology system platforms; safety and security regulations, practices, and procedures. Ability to discuss and present program objectives, managerial tasks, and technical information verbally and in writing to management and professional personnel at all levels within the DoD and other government agencies within timelines prescribed by regulation or management; ability to acquire up-to-date awareness of technological advances and predict how management can meet future requirements; .and to identify requirements for contracting and budget proposals for IT acquisitions. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
