Duties

Duty 1: Develops and delivers software and/or other digital services (cyber, cloud, platform, data, and/or artificial intelligence) through the following execution phases: design, development, installation, test, implementation, modification, documentation and follow-on maintenance Duty 2: Manages mission knowledge, information, and situational awareness processes and systems using an agile approach Duty 3: Serves as Project Lead for cyberspace capability development, assessment, and fielding Duty 4: Represents assigned teams and digital products with a variety of Department, Headquarters, installation and functional area organizations

Requirements

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), Top Secret Special Access Programs (SAP). A non-disclosure agreement must be signed agreement must be signed.

  • Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing
  • This is a Centrally Managed Position. Mobility is a condition of employment. The employee must sign an Air Force Wide Mobility Agreement
  • This position is Acquisition Category IT, Level II and incumbent must meet appropriate certification requirements IAW the Defense Acquisition Workforce Improvement Act (DAWIA) no later than 24 months after accepting this position.

  • This position requires information assurance (IA) work as an additional duty. Per DoD 8570.01-M, the recipient of this additional duty must achieve the appropriate IA certification within six months of assignment of these duties.
  • A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in the reassignment of this additional duty to another employee within the organization.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments
  • Leave accrual may be authorized upon request
  • Employee is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements for 2210 Series "Alternative A" *** Salary ranges include local market supplements *** BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: This standard allows eligibility through meeting either the requirements specified in the section titled Education or the requirements specified in the section titled Experience. Education: All academic degrees and coursework must be from accredited or pre-accredited institutions Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Advanced technical knowledge of software and other various digital technology systems (cyber, cloud, platform, data, and/or artificial intelligence); of technology systems analysis and applications software concepts, functions, techniques, and capabilities sufficient to evaluate new and emerging IT security methods and principles, the feasibility of proposed new systems and applications software projects; and to design, write, test, debug, and maintain information systems and applications software and ensure successful integration with existing and anticipated infrastructure in the database environment; knowledge of DoD and Air Force policies and procedures, guidelines, directives and techniques related to software and technology system platforms; safety and security regulations, practices, and procedures. Ability to discuss and present program objectives, managerial tasks, and technical information verbally and in writing to management and professional personnel at all levels within the DoD and other government agencies within timelines prescribed by regulation or management; ability to acquire up-to-date awareness of technological advances and predict how management can meet future requirements; .and to identify requirements for contracting and budget proposals for IT acquisitions. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
