This position is in the Knowledge Management, Data Management, and Audit Support Section of the Civilian Health and Medical Program of the Department of Veterans Affairs (CHAMPVA) Department, which is managed within the Veteran and Family Member Program (VFMP) Directorate. The primary function of the incumbent is to supervise Program Analysts in the areas of Knowledge Management, Data Management, and Internal Control Specialists in the area of Audit Support.

Duties

Duties include, but may not be limited to: Provide oversight, identification, and reporting of the current and projected future state to ensure the CHAMPVA meets its goals and objectives and has the necessary resources to meet these accomplishments. Ensures program initiatives are consistent with strategic plans, goals, and policies and recommends changes to goals when vulnerabilities are assessed, or priorities are changed. Provides consultation on process improvement and re-engineering projects designed to enhance CHAMPVA processes and practices. Plans and completes special projects on issues of broad impact to the directorate as well as operations of external entities/operations. Assists in providing personnel management for assigned personnel and ensuring compliance with established policies and procedures. Develops performance standards and monitors employee performance based on standards. Identifies potential operational issues including inefficient, misaligned, or wasteful processes, and takes the lead in the development of action and/or recommendations to address those issues. Provides presentations to senior staff within the VA and/or other agencies as well as representing CHAMPVA on cross-functional work teams. Work Schedule: Monday-Friday, 7:00a.m.-3:30p.m. Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/29/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position, you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Supervises and/or performs non-financial audits to determine compliance with VA and VFMP policies and regulations and prepares formal reports to document status of compliance and implements or recommends corrective actions as appropriate. Develops new or modified work methods, management processes, staffing patterns, procedures for administering program services, guidelines and procedures, and automating work processes for the conduct of administrative support functions or program operations. Studies, analyzes, and develops methods to improve the efficiency, accuracy, and timeliness of services provided to both internal and external customers. Prepares documentation to substantiate findings and recommendations, as well as skill in organizing and delivering briefings to CHAMPVA PMO leadership, VFMP leadership and IVC leadership, to encourage understanding and acceptance of findings and recommendations. Exercises personnel management to include supervision, employee development, organizational and interpersonal communications, workflow analysis, and goal achievement. You will be rated on the following Competencies for this position: AccountabilityData ManagementStrategic Thinking Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: No special physical demands such as above average ability, dexterity, or strength are required to perform the work. Work is sedentary and the employee may sit comfortably.
