About the Position: This position is located at the 1st Information Operations Command (Land), Office of the Commander, Fort Belvoir, VA. This position is being filled on a permanent basis.

Duties

Serve as the point of contact for coordinating care to ensure that sexual harassment complainants and sexual assault victims receive appropriate and responsive care. Ensure sexual assault victim advocacy services are available 24 hours a day, 7 days a week, both on and off post, for all service members and other persons covered by the SHARP Program. Maintain liaison with the Provost Marshal/CID, medical and legal services, and commanders to facilitate immediate response and accurate reporting of sexual assault incidents. Respond to sexual harassment complaints, advises complainant of rights and responsibilities, explains the complaint system, and attempts to ensure resolution of complaint. Ensure continuity of prevention and response activities in both garrison and deployed environments, as required by the commander. Emphasize commitment to maintain a workplace environment that rejects sexual harassment and sexual assault and attitudes that promote such behaviors. Provide policy guidance and other information for victims of sexual harassment and sexual assault, subordinate unit commanders, first responders, and those who seek to prevent or respond to sexual harassment and sexual assault. Provide information to Soldiers, employees, managers, and family members at all levels, concentrating on systemic problems as well as individual problems. Ensure unrestricted sexual assault reporting requirements are properly documented and reported to CID immediately. Establish information and interactive, engaging training to ensure understanding of the reporting procedures, confidentiality, and other elements of the SHARP program. Report sexual harassment and sexual assault data using the Integrated Case Reporting System (ICRS) for sexual harassment and Defense Sexual Assault Incident Database (DSAID) for sexual assault.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • One-year probationary period may be required.
  • In accordance with Chapter 3, AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, employee must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Position requires a Top-Secret security clearance.
  • Requires successful completion of a 7-week Sharp training course and completion of all requirements to obtain DoD Certification within 6 months of hire.
  • This position requires successful screening through the National Sex Offender Registry.
  • Background checks against all records as required by law, OPM, DoD, and Army policy and regulation will be conducted, prior to entering on duty in the position and IAW governing regulations, on a recurring basis while employed in the position.
  • Must possess a valid driver's license and have the ability to operate a motor vehicle should the need arise to operate a government vehicle/motor pool vehicle.
  • May be required to carry cell phone and be on call 24 hours a day, seven days a week on a rotational basis, based on the needs of the organization.
  • Within six (6) months of employment must successfully complete required Sexual Harassment and Assault Response and Prevention (SHARP) training and obtain and maintain DoD Sexual Assault Advocate Certification Program (D-SAACP).
  • Must complete all required training, certification, and be placed on appointment orders prior to having any victim contact or access to victim information.
  • This is a mission essential position.
  • Will be screened against police records, Army Substance Abuse Program, Inspector General files, Criminal Investigation Command/Crime Records Center, Central Registry, records maintained in Military Human Resources Record and Official Personnel Folder

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service, GS-09. OR Education Substitution: Successful completion of a Ph.D or equivalent doctoral degree, or three full years of progressively higher level graduate education leading to such a degree, that is directly related to the work of the position. OR Combination of Experience and Education: If you have some, but not all, of the experience or education described above, you may still qualify by combining the amount of creditable experience and education that you possess. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education in excess of 36 hours (total semester hours minus 36) by 18, Add the two percentages. The total percentage must equal at least 100% to qualify. You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementData ManagementPlanning and Evaluating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
