About the Position: This position is located in either Falls Church, VA or San Antonio, Texas. This is not a remote position. A recruitment or relocation incentive may be authorized for highly qualified candidates. Salary negotiation may be available for those highly qualified candidates who are new to Federal service. Student Loan repayment may be authorized.

Duties

Provide technical advice to Human Resources Service Provider (HRSP) and Human Capital Division (HCD) staff and serviced organization officials to ensure timely implementation and deployment of new subsystems and/or enhancements to existing systems. Plan, direct, and monitor the operations and maintenance of the system(s). Support the Information Systems Manager to direct the daily activities of the configuration and operation of the personnel management information system(s). Work with other branches in the Human Capital Division (HCD) to maintain and prepare manpower reports. Make recommendations for improved data collection and reporting methods. Manage the granting and revocation of access to Human Resources Information Systems (HRIS) for Defense Health Agency (DHA) staff, including coordination with the Human Resources Service Provider (HRSP). Install and implement new releases of system software and includes distributing information on updated releases to all users. Provide support for web-based HR tools such as customer support portals, automated SharePoint workflows, and related tools, and use of Defense Medical Human Resources System Internet (DMHRSi) modules by Human Capital Division (HCD) personnel.

Basic Requirement for Human Resources Specialist (Information Systems) GS-0201-12/13 Qualification Requirements for GS-12: Specialized Experience: One year of specialized experience which includes 1) utilizing automated HR databases to extract and analyze data; and 2) assisting in maintaining of personnel management/human resources information systems (HRIS) (such as HR systems access requests, troubleshooting HRIS issues, designing HRIS reports, maintaining relational databases to manipulate and assess HR data, etc.). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Qualification Requirements for GS-13: Specialized Experience: One year of specialized experience which includes 1) supporting the operations and maintenance of personnel management/human resources information systems (HRIS) (such as HR systems access requests, troubleshooting HRIS issues, designing HRIS reports, maintaining relational databases to manipulate and assess HR data, etc.); and 2) analyzing data extracts or reports from automated HR databases; and 3) translating HR information into terms understandable by computer experts. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
