The primary purpose of this position, PROGRAM ANALYST GS-0343-13, is to serve as a program manager responsible for all aspects of strategic programming and the implementation of policy guidance requirements related to nuclear weapons management plans requirements.

Duties

Focal point of contact and resident expert for all Program Objective Memoranda (POM) requirements definition and subsequent programming of same requirements for all Center and supporting activities. Lead the Requirement Approval Document (RAD) process and associated administration data development, collation, review, and recommendation process across the entire Center including supporting Wings, Squadrons and Divisions. Interface directly with other staff and Wing representatives on the Center programs and competencies to identify critical support requirement, capability shortfalls, potential solutions or process improvement activities related to capabilities based planning efforts. Identifiy operational requirements, assess impact on assignments, and develop recommendations for changes and revisions as appropriate.

  • The work may occasionally require travel away from the normal duty station on military or commercial aircraft.

  • The work is primarily sedentary. May require some walking, standing, bending, carrying and/or lifting of light items such as paper or books. No special physical demands are required to perform the work.
  • The work is performed in a typical office setting, requiring the use of normal safety precautions necessary for an office environment. The work area is adequately lighted, heated and ventilated.
  • This is an obligated position to which an employee has return rights. Upon the employee?s return, incumbent may be required to vacate this position.
  • This position is temporary and has a Not-to-Exceed date. However, this position may be extended to the fullest legally allowable period without further competition. The appointment may also end early due to lack of work or funds.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Position. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of a wide range of analytical qualitative and/or quantitative methods and techniques to participate in the assessment and improvement of all programs, issues, and operations relative to the development of critical strategic long-range plans; a thorough understanding of the associated goals, objectives, principles, constraints, methods and monetary policy; planning and organizing highly complex, sensitive, broad scale actions and projects associated with the nuclear weapons mission element of the center and staff agencies affected by recommendations. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range or analytical qualitative and/or quantitative methods and techniques to participate in the assessment and improvement of AFNWC strategic programming and plans. 2. Knowledge or Air Force and AFMC program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events: and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations. 3. Knowledge of the various Center entities involved in overall planning and execution of operations and evaluations. 4. Skill in designing and conducting comprehensive studies, and preparing solutions to resolve substantive problems and issues. 5. Ability to plan. organize, and develop studies or projects, making recommendations on substantive operating programs, where proposals may involve substantial resources and may require extensive changes in established concepts and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
