Duties
The primary purpose of this position is: To provide an agency DRU/MAJ COM level senior Operational Test and Evaluation Specialist and instructor to conduct planning and analysis of substantive organizational issues for curriculum development and course evaluation in support of several advanced Operational and Testing Evaluation (OT&E) subjects in a formal training environment.
Applies expert knowledge of comprehensive Operational Test and Evaluation (OT&E) methods, principles, and procedures as an agency Direct Reporting Unit (DRU) headquarters subject matter expert (SME) assigned to the training division.
Instructs students through assigned blocks of formal training for advanced courses involving management, program administration, policy execution, or similar subjects equivalent to graduate-level fields of study.
Monitors, evaluates, and records student progress and performance.
Conducts program planning, coordination, communication, and maintains technical expertise.

- This is a Centrally Managed Position in the Operations Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions series, 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery of agency Operational Test and Evaluation (OT&E) methods, processes, and procedures; acquisition processes; the long-term strategic goals of the agency; and ability to identify training and educational requirements. and develop programs that will assist in meeting the goals and objectives of the organization; Knowledge at an expert level of airpower plans, procedures. and employment at the strategic, operational, and tactical levels for conducting major operations such as war, mobilization, and deployment to evaluate mission readiness of new or modified weapon systems as it applies to the agency's OT&E mission; Knowledge of test and evaluation methodologies to develop and implement advanced or innovative modifications to standard accepted methods and practices of aircraft system testing, necessitated by unique limitations and requirements of operational testing.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
In-depth knowledge of Operational Test and Evaluation (OT&E) processes and procedures, acquisition processes and the long term strategic goals of the agency and ability to identify training and educational requirements. and develop programs that will assist in meeting the goals and objectives of the organization.
Knowledge of Air Force and command program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of OT&E operations and evaluation of the same.
Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of training programs.
Ability to develop course materials and instructional methods, principles, and techniques in order to develop and instruct on self-contained training courses, obtain training resources and assess overall effectiveness in meeting established training requirements.
Skill to communicate effectively both orally and in writing as an instructor and course developer in a formal training environment.
Ability to negotiate complex issues; and maintain good working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
