The Supervisory Security Specialist position is located in the Department of Administrative Services (DAS), Facilities and Security Office (FSO), Judiciary Security Division (JSD). The FSO is responsible for the management, oversight, and support of security, emergency preparedness, space and facilities programs, and various administrative services within the Thurgood Marshall Federal Judiciary Building (TMFJB) for the courts and other judiciary offices.
Duties
This position will report to the Deputy Chief of the Judiciary Security Division (JSD) in the Facilities and Security Office (FSO). The FSO is seeking a dynamic, high energy, exceptional leader to join it's team and serve as the Supervisory Security Specialist (Branch Chief).
In our role as a support organization of the Judiciary, AOUSC employees are challenged to utilize their talents and expertise to ensure the Judiciary's critical role in American society is not only upheld but enhanced for the future. The Judiciary Security Division (JSD) provides subject matter expertise to the Judicial Conference (JCUS) and serves as staff to the Judicial Conference Security Committee.
This includes supporting the JCUS in their development of security priorities for the Judicial Branch. The JSD, Physical Security Branch supports the JCUS in their development of security priorities for the Judicial Branch and assists the Unites States Marshal Service (USMS) and other government agencies appropriated for the procurement, installation, and maintenance of security equipment and protective services for the United States Courts.
The duties of this position include, but are not limited to:
Developing and implementing physical security programs as part of the JSD integrated Vulnerability Management Program (VMP).
Leading and managing a team of highly experienced physical security professionals.
Assisting policy staff with the preparation on agenda items and reports for Judicial Conference committees and the Administrative Office (AO) management on program-related topics.
Facilitating coordination and communication between national and regional levels of the U.S. Marshals Service (USMS), Federal Protective Service (FPS), and the General Services Administration (GSA) for issues related to Judiciary security projects and countermeasure recommendations.
Developing and managing long and short-range goals and objectives for the Judiciary security program.
Providing planning advice and recommendations to Judiciary and government officials regarding new policies regarding physical security threats and mitigations.
Attending professional conferences, seminars, and workshops and represents the Judiciary on interagency and other working groups in meetings.
Coordinating with judges and Judiciary staff to provide guidance and to deconflict complex security issues or project delays involving the USMS, FPS, and GSA.
Working with Resource Management staff on the security program's budget and expenditures and participating in the annual formulation of the Court Security Appropriation and budget.
Coordinating communications and informational broadcasts to the courts and AO regarding new policies and training opportunities related to physical security.
Representing the Chief or Deputy Chief of JSD in meetings and ensuring conformance of activities with the overall mission and objectives of the Judiciary.
Qualifications
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience must demonstrate experience in ALL areas defined below:
Leading and managing a team of physical security professionals;
Collaborating with interagency partners and local, state, and federal public safety and security agencies;
Planning, developing, and evaluating security programs to ensure program operations meet established interagency security committee standards; and
Experience planning, developing, and evaluating technical countermeasures (TCM) projects.
