About the Position: This position is in the Defense Health Agency Public Health, Aberdeen Proving Ground (APG), MD. Duties

Supervise, direct and coordinate the work of 6-8 personnel to include civilian employees, military members and professional associates. Develop performance elements and evaluates Branch performance under the Defense Performance Management and Appraisal System (DPMAPS) or Officer Evaluation Report (OER) system. Act periodically and in short duration as Division Chief as necessary. Serve as the DCPH-A subject matter expert for all aspects related to drinking water and recreational waters. Evaluate DoD PHE water laboratories to determine adequacy and quality of microbiological analytical methods and data, based on Federal criteria and standardized laboratory procedures.

Requirements

• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
• One year trial/probationary period may be required.
• One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.
• Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

Environmental Engineer: A. Degree: Bachelor's degree (or higher degree) in engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico. 3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A. above. The courses must be fully acceptable toward meeting the requirements of an engineering program. 4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. Hydrologist: A. Degree:Bachelor's degree (or higher degree) in physical or natural science, or engineering that included at least 30 semester hours in any combination of courses in hydrology, the physical sciences, geophysics, chemistry, engineering science, soils, mathematics, aquatic biology, atmospheric science, meteorology, geology, oceanography, or the management or conservation of water resources. The course work must have included at least 6 semester hours in calculus (including both differential and integral calculus), and at least 6 semester hours in physics. B. Combination of Education and Experience: Course work, as shown in A above, plus appropriate experience or additional education. Acceptable experience must have included performance of scientific functions related to the study of water resources, based on and requiring a professional knowledge of related sciences and the consistent application of basic scientific principles to the solution of theoretical and practical hydrologic problems. In the absence of water resource experience, professional scientific experience may be acceptable if such experience was preceded by appropriate education in hydrology or by professional hydrology experience. Specialized Experience: One year of specialized experience in the Federal service which includes planning work to be assigned to subordinates and prioritize work assignments based on capabilities; assisting in providing consultation to installations to facilitate evaluation of contaminant threats to potable water supplies; and assisting in developing policies, procedures and responses related to potable water sources, treatment, storage, distribution, and monitoring.
