This position is located at Bureau of the Fiscal Service, Deputy Commissioner Financial Services and Operations. As a Financial Program Specialist, you will provide leadership and direction on projects related to the SVC Navy Cash 2.0 program.
Duties
As a Financial Program Specialist, you will:
Apply a mastery of concepts, practices, laws, and regulations of budgeting, finance, and stored value cards. The incumbent's responsibilities include, but are not limited to, the following:
Formulate, review, administer, and executes the budget for program areas of the Navy Cash SVC program. Works with project budgets, spreadsheets, reconciliation of expenses, and cost analyses. Assists in the review of proposed program budgets, supports program manager in evaluating service invoices received, conducts variance analysis on prior year and forecasted data, and performs analysis on program costs at the request of program manager. Plans, administers, and monitors expenditures to ensure cost-effective support of the SVC program and policies; assesses the financial conditions of the Navy Cash program.
Approve and facilitate the payment of monthly invoices, maintains program metrics reports, assists with debt collection efforts, and processes approval requests for program procurement.
Manage the very complex interplay of vendor milestones, Navy Cash ship delivery schedules, and the Navy's ship installation availability schedules, in conjunction with the Navy Cash program's fiscal agent, financial agent, contracted vendors, and the U.S. Navy. Creates and disseminates a master milestone and delivery schedule to all stakeholders. Tracks the master schedule and ensures all targets are met.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume.
For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service Specialized Experience for this position includes:
- Experience with a payment card program in deployed or unique offline environments; AND
- Experience managing or overseeing financial or disbursing systems. AND
- Performing financial analysis in order to identify issues and provide recommendations
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-12, you must have been at the GS-11 level for 52 weeks.
