This position is located in the Department of Health and Human Services, Program Support Center, Real Estate, Logistics, and Operations (RLO), Intake, Suitability, and Badging Service (ISBS), located in Washington, District of Columbia.

Duties

The incumbent participates in conferences, briefings, speeches, presentations, and/or oversight hearings by preparing and utilizing briefing packages or similar presentation materials with extensive analytical input. The incumbent provides leadership to a subordinate staff of highly technical and administrative personnel, including Federal Government employees and contractors by utilizing supervisors, team leaders and group leaders to direct, coordinate and oversee work within Intake, Suitability, and Badging Service (ISBS). The incumbent is directly responsible for the operation and management of Intake, Suitability, and Badging Service (ISBS), with the core responsibility to protect the employees, properties, and assets of the Department of Health and Human Services (DHHS) through sound and consistent personnel vetting and credentialing. The incumbent develops policy, procedures to provide administrative oversight to establish how security risks, threats and vulnerabilities are managed.

Qualifications

Applicants must demonstrate that they meet the Specialized Experience requirements as noted below. Specialized Experience: GS-15: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-14 level in the Federal service (obtained in either the public or private sectors) performing (4) of the (5) duties listed below: Develops or implements departmental policy and/or overseeing compliance with the policy related to personnel security programs; Conducts cost and/or economic analyses for personnel security programs; Represents the organization at conferences and/or meetings with both internal and external stakeholders; Resolves problems related to services, costs, management policies and/or techniques within personnel security programs; Initiates nondiscriminatory practices and/or affirmative action for the area under supervision (e.g. merit promotions, recruitment and hiring of applicants, recognition of employee achievements, career development of employees). Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
